Qualifications

  • Bachelor's degree required; five years of work in enterprise applications, including two years in supervisory roles.
  • Experience with enterprise applications, IT governance, and budget management.
  • Industry standard certification such as DevOps, Security+, or ITIL preferred.

  • Lead and supervise staff and projects within the assigned Applications area.
  • Design, plan, and manage projects to meet requirements and disaster recovery objectives.
  • Coordinate with vendors and other divisions to align technology with strategic goals.

Job description

The City of Glendale's Innovation & Technology department focuses on the delivery and operations of vital IT infrastructure, computer support, IT governance, project management, as well as support and maintenance of enterprise applications, data analytics, GIS services, and cybersecurity.

The Enterprise IT Applications Manager manages staff and technical projects within the assigned technical area of Applications. This position will be involved in strategic planning, financial analysis, managerial work, and overseeing technology goals and priorities related to the area of assignment.

This position is:
  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • A Grade 419 with an annual salary between $119,000.00 - $178,500.00.

The City of Glendale also offers Regular status positions the following:
  • 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
    • Vacation leave accrues at: 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours per pay period after 5 years
    • Then caps out at 7.6 hours per pay period after 10 years of service
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)
  • * Days per year estimates are based on an 8-hour work day.
This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and deducted every pay period
  • The current contribution rate is 11.98%

  1. Works in conjunction with Information Technology Division Manager(s) to devise strategic and tactical solutions required to meet overall business objectives. Ensures effective operations of services in area of assignment.
  2. Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and providing corrective action as needed; addressing complaints and resolving problems.
  3. Designs, plans, leads, and manages projects within assignment area to meet project requirements and the City’s defined disaster recovery objectives.
  4. Recommends and plans for future needs and projects in area of assignment.
  5. Responds to complaints and escalated customer inquiries to ensure resolution; conducts research, provides solutions to problems and corrects errors; ensures staff compliance with customer service goals.
  6. Recommends technology solutions considering several factors including budget, business need, internal capabilities, and strategic direction.
  7. Manages the deployment, monitoring, maintenance, development, upgrade, and support of information technology systems.
  8. Serves as a liaison for the Innovation & Technology Department with other divisions, departments, and outside agencies. Provides consulting, instruction, direction, and technical assistance to other departments as required for assigned technical area.
  9. Ensures standards for procurement, business processes and operations are understood and followed.
  10. Ensures compliance with relevant data privacy and security regulations, best practice, and City policies to safeguard the City’s infrastructure and data.
  11. Ensures utilization of designated request tracking and change request software. Ensures change control is followed by staff and issues related to area of assignment are resolved within stated Service Level Agreement (SLA) guidelines.
  12. Creates and maintains documentation, technical standards, procedures, and processes related to area of responsibility. Provides training as appropriate.
  13. Identifies improvement opportunities. Examples include but not limited to tools, processes, procedures, installation, configuration and troubleshooting techniques.
  14. Assists with the evaluation of third-party software and hardware to determine usefulness and compatibility with existing technology.
  15. Maintains a high level of current knowledge regarding systems, technology and communications.
  16. Manages consultants and contractors performing work in area of assignment.
  17. Liaises with vendors for technical support, issue resolution, and software updates.
  18. Monitors and manages expenditures related to area of assignment. Assists with the preparation and administration of the departmental budget.
  19. Works cooperatively to provide quality seamless customer service.
  20. Provides support during non‑standard business hours as necessary or required.
  21. Performs other related duties as assigned.
Minimum Qualifications:

Bachelor's degree in Computer Science, Information Management Systems or related field, and five (5) years of work experience developing, implementing, managing, and/or administering one or more enterprise applications, including two (2) years of supervisory experience or evidence of progressively responsible management of staff or projects in information technology or related area.

The ideal candidate will have experience developing, implementing, managing, and/or administering one or more enterprise applications. Additionally, industry standard certification(s) such as DevOps, Security+, or ITIL are preferred.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.
