Job summary

The City of Glendale’s Innovation & Technology department is seeking a Systems Analyst to implement, maintain, integrate, and troubleshoot City applications (in-house and third party). You may work independently to solve business problems or participate on cross-functional teams.

This FLSA-exempt, Grade 413 role offers a salary between $88,800 and $133,200 per year plus a comprehensive benefits package. Office settings and remote environments may be involved; located in Glendale, AZ.

Qualifications

• Bachelor's Degree in Computer Science, Management Information Systems, Computer Engineering or a related field.
• Two years of experience in development, design, implementation, and application support.
• Preference will be given to applicants with two years of experience in .NET Framework.
• Applicants must be currently authorized to work in the United States on a full-time basis.

Responsibilities

• Recommends technology solutions considering budget, business need, internal capabilities, and strategic direction.
• Participates on projects needing a new application, modification to existing applications, application updates, testing, and integration of software applications.
• Designs or reviews new and existing application systems; performs complex systems analysis and recommends integration or modifications.
• Integrates multiple systems using different communication protocols; defines APIs to the database.
• Writes, debugs, documents, and implements solutions to complex problems using the appropriate tools.
• Maintains security and integrity controls of the application system and manages user access as needed.
• Reviews contracts to ensure licenses and service agreements are appropriate.
• Monitors systems performance and suggests efficiency improvements.
• Attends product demonstrations, training and stays current with necessary expertise.

The Systems Analyst is responsible for implementing, maintaining, integrating, and troubleshooting City applications (in-house and third party). This role may work independently to solve business problems or participate on work teams.

This Position Is

• FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
• A Grade 413 with an annual salary between $88,800.00 - $133,200.00

• 10.5 paid holidays per year, and full‑time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
• Vacation leave accrues at:
• 5.33 hours per pay period (138 hours/17.25* days per year)
• Increases to 6.12 hours per pay period after 5 years
• Then caps out at 7.6 hours per pay period after 10 years of service
• Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)
• Days per year estimates are based on an 8-hour work day.

• Contribution is mandatory, and deducted every pay period
• The current contribution rate is 11.98%

Essential Functions

• Recommends technology solutions considering a number of factors including budget, business need, internal capabilities, and strategic direction.
• Participates and serves as a technical expert on projects needing a new application, modification to existing applications, application updates, testing, and the integration of software applications.
• Designs or reviews new and existing application systems, performs complex systems analysis; makes recommendations for integration, or modifications as required.
• Integrates multiple systems utilizing different communication protocols and gateways. Write interface programs when necessary. Defines application program interfaces (API) to the database.
• Follows City standards for coding, documentation, and change control.
• Write, debug, document, and implement solutions to complex problems using the appropriate application systems access and database tools.
• Works with vendors and staff to document and specify software functional requirements.
• Establishes policies and procedures for loading application systems and to ensure continued maintenance and operation of existing applications.
• Maintains security and integrity controls of the application system; may manage user access to applications and data.
• Reviews contracts to ensure product licenses, service agreements and products are correct and appropriate for defined business operation.
• Monitors systems performance and recommends methods for improving efficiency through system and application design; investigates, analyzes, and reviews user performance complaints.
• Attends product demonstrations, seminars, user group meetings, and other professional opportunities to maintain the necessary level of expertise and may provide or participate in user training.
• Performs other related duties as assigned.

Minimum Qualifications

Bachelor's Degree in Computer Science, Management Information Systems, Computer Engineering or a related field and two years of experience in development, design, implementation, and application support.

Preference will be given for applicants with two years of experience in .NET Framework.
