Minnesota Management and Budget (MMB) is seeking an Enterprise Continuity Deputy Director to lead and strengthen enterprise-wide continuity operations, budget and fiscal planning, emergency preparedness, and enterprise crisis response planning for the executive branch. The position serves as Deputy to the Enterprise Continuity Director, manages day-to-day Enterprise Continuity operations, and acts on behalf of the Director as needed. This highly visible role serves as a senior enterprise leader, regularly engaging with agency commissioners, the Governor’s Office, Legislative and Judicial branch partners, and statewide executive leadership.
The Deputy Director plays a critical role in ensuring the State of Minnesota can maintain critical government services during emergencies, disruptions, and other hazardous events. This role supports MMB’s mission by advancing coordinated continuity planning, enterprise emergency management and statewide readiness.
Managing daily operations of the business continuity office, including policy development, staff direction, and strategic planning aligned with MMB’s priorities.
Directing budget development and fiscal management for the business continuity office, including forecasting, biennial budget planning, and advising senior MMB leadership on resource allocation and strategic investment priorities.
Supervising the Enterprise Continuity Manager, providing direction, coaching, performance management, and alignment with enterprise continuity priorities.
Serving as Deputy and backup to the Enterprise Continuity Director, acting on the Director's behalf when needed and exercising independent judgment on enterprise continuity, emergency preparedness, and crisis response matters.
Serving as a senior enterprise leader during emergencies or disruptions by directing enterprise-wide continuity coordination, advising executive leadership, making or recommending time-sensitive operational decisions, and ensuring executive branch agencies can activate continuity plans and maintain critical services.
Providing expert guidance, training, and consultation to state agencies on continuity planning, emergency response expectations, workplace violence preparedness, and best practices.
Overseeing the continuity planning software and emergency alerting system, leading system improvements, coordinating with vendors and MNIT, and ensuring reliable, enterprise-wide system performance.
Representing MMB with cross-branch partners, including Legislative, Judicial, and Constitutional Offices, ensuring continuity of government (COG) planning is integrated.

Five (5) or more years of progressively responsible experience in continuity planning or emergency management, crisis response, or all-hazards planning within complex, multi-level operational environments with multiple stakeholders, including a minimum of (2) years of management level experience supervising employees, including assigning work, providing direction or coaching, and evaluating performance.
Demonstrated leadership, which can include any of the following:
Experience as a supervisor, team lead, lead worker, or project lead in a continuity or emergency management planning environment, OR
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), or completion of a similar or equivalent leadership program through another organization; OR
A paid or unpaid position leading a program or chairing a committee related to emergency preparedness or continuity. The experience must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment.
Developing, implementing, or managing continuity of operations plans, emergency preparedness activities, or agency-wide response actions.
Overseeing continuity program operations such as budgeting, policy development, strategic planning, or organizational process improvement.
Administering or managing enterprise technology systems, continuity software platforms, emergency alerting tools, or other operational systems, including system administration, upgrades and enhancements, vendor coordination, system maintenance, and user support.
Communication skills sufficient to coordinate work across multiple divisions, agencies, or external partners to support enterprise-wide projects or emergency planning efforts.
Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.
A bachelor’s degree in public administration, business administration, or emergency management may substitute for one (1) year of experience. A master’s degree in the previously listed fields may substitute for eighteen months of experience. A doctorate degree in the previously listed fields may substitute for two (2) years of experience.

A master’s degree in public administration, business administration, or emergency management, or related field.
Seven (7) or more years of progressively responsible experience in continuity planning or emergency management, crisis response, or all-hazards planning within complex, multi-level operational environments with multiple stakeholders, including a minimum of (3) years of management level experience supervising employees, including assigning work, providing direction or coaching, and evaluating performance.
Demonstrated leadership, which can include any of the following:
Experience directing enterprise- or statewide-level programs, including exercising independent judgment and decision-making on complex or high-impact matters; OR
Experience advising senior executives (commissioner-, deputy commissioner-, or director-level) on strategic decisions, including in time-sensitive or high-visibility situations; OR
Experience representing an organization to external executive stakeholders (e.g., legislative, judicial, or gubernatorial offices) on policy or operational matters.
Professional continuity or emergency management certifications, such as Certified Public Sector Continuity Professional (CPSCP), Certified Business Continuity Professional (CBCP), FEMA Level I Certified Continuity Professional, or Minnesota Emergency Manager certification.
Experience leading continuity, emergency preparedness, or crisis response programs in a state government or a large public-sector organization
Experience developing or supporting biennial budget proposals, fiscal forecasting, or enterprise resource planning for continuity or emergency management programs.
Experience designing and delivering training, briefings, or presentations for diverse audiences, including senior leadership and cross-agency partners.
