Selection may be made at the GS-07, GS-08, GS-09, GS-10 or GS-11 grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher-graded duties. Promotion is neither automatic nor is it guaranteed.
