Job summary

Tampa Bay Water is seeking an Engineering Manager to provide agency-wide leadership for all engineering functions, establish standards, ensure technical quality, and direct engineering practices across planning, design, construction, operation, and rehabilitation of water infrastructure.

You will lead licensed engineers across multiple disciplines, coordinate in-house and consultant services, support capital planning, and guide asset management to improve system reliability and resilience.

Qualifications

• Minimum of ten (10) years of progressively responsible professional engineering experience.
• Minimum of three (3) years of experience managing professional or technical staff.
• Demonstrated knowledge of engineering principles applicable to public water utility infrastructure.
• Experience with water transmission and conveyance systems, including hydraulic modeling.
• Experience in design, construction, and/or management of major capital projects.
• Strong analytical, problem-solving, and decision-making skills.
• Proficiency in project cost estimating, budgeting, and financial management.
• Proficiency in Microsoft Word, Excel, and Project.

Responsibilities

• Lead and supervise Engineering Department staff across disciplines.
• Set priorities and align work with Agency objectives.
• Develop department budget and coach staff for professional growth.
• Establish QA/QC processes for engineering documents and standards.
• Provide technical oversight for value engineering and constructability reviews.
• Support capital project delivery and interface with internal/external stakeholders.
• Negotiate professional services contracts and manage contracts.
