Job summary

City of Titusville is seeking a Public Works Engineering Manager to lead the CIP planning, design, and delivery across municipal infrastructure. You will oversee multiple capital projects, manage budgets, coordinate with consultants and regulators, and mentor engineering staff to ensure timely, compliant delivery.

The role requires a Florida-licensed PE or the ability to obtain licensure, plus at least five years of municipal project leadership.

Qualifications

• Bachelor’s degree in civil engineering.
• Minimum of five (5) years of progressively responsible engineering experience, including capital project management in a municipal or public-sector environment.
• Prior supervisory or project leadership experience is required.
• Registration as a Professional Engineer (P.E.) in the State of Florida, or ability to obtain Florida licensure within a specified timeframe.
• Valid Florida driver’s license with acceptable driving record.
• This position is safety sensitive and may be subject to testing for alcohol and controlled substances.

Responsibilities

• Plan, manage, and oversee the Public Works Department’s Capital Improvement Program, including project prioritization, scheduling, budgeting, and delivery.
• Provide engineering oversight for capital projects involving transportation, stormwater, water and wastewater infrastructure, and City facilities.
• Manage all phases of capital projects, including planning, design, permitting, bidding, construction, inspection, and closeout.
• Coordinate with consultants, contractors, utility providers, and regulatory agencies to ensure projects meet codes and permits.
• Review and approve engineering plans, specifications, cost estimates, and construction schedules.
• Oversee development engineering reviews to ensure compliance with city standards and regulations.
• Supervise, train, and evaluate engineering staff; support professional development.
• Assist with preparation and administration of the Public Works capital budget; grant-funded projects.
• Meet with citizens and stakeholders to explain projects and provide technical information.
• Prepare reports, presentations, and recommendations for City leadership.
• Ensure compliance with FDOT, FDEP, and other agencies; support asset management initiatives.
