Job summary

The City of Naperville is seeking an Engineering Manager to supervise the Transportation, Engineering and Development department, providing civil engineering and storm water services to support the City’s strategic goals. The role also serves as the Deputy City Engineer. Salary range is $129,207.35–$142,128.09 per year, commensurate with credentials and experience.

Qualifications

  • Bachelor's degree in Civil Engineering or related field.
  • At least five years of progressively responsible municipal engineering experience, including maintenance programs and large capital projects.
  • Registered Professional Engineer license (Illinois) required.
  • Valid Illinois Driver’s License.

Responsibilities

  • Plans, organizes, manages and provides oversight of transportation and engineering projects through all phases, from feasibility studies through construction.
  • Leads, directs, trains and evaluates Civil Engineers, Project Managers, Inspectors and technical staff; ensures training.
  • Prepares an annual work plan and tracks progress on items.
  • Documents and reviews and improves team processes; collaborates with TED teams.
  • Represents the department at City Council meetings and with boards/commissions.
  • Manages selection and supervision of consultants and contractors; ensures safety rules are enforced.
  • Prepares, administers and monitors relevant portions of the department budget.
  • Responds to public concerns regarding transportation and stormwater improvements.

Education

Bachelor's degree in Civil Engineering or related field

Job description

The City of Naperville’s Transportation, Engineering and Development (TED) department is seeking an Engineering Manager. The Engineering Manager will be responsible for cooperatively leading, directing and supervising the department operations and personnel in order to provide the Naperville community with high-quality civil engineering, transportation and storm water services that purposefully plan and implement transportation and engineering projects that support the City’s strategic plan goals and business direction. This position also serves as the Deputy City Engineer.

Duties
  • Plans, organizes, manages and provides oversight of:
    1. Transportation and engineering projects through all phases, from feasibility studies and preliminary engineering to design and construction.
    2. Long-term maintenance programs.
    3. Engineering, transportation, and stormwater studies.
  • Leads, directs, trains and evaluates Civil Engineers, Project Managers, Inspectors and technical support staff. Ensures employees are properly trained.
  • Prepares an annual work plan for the team and tracks progress on completing work plan items.
  • Documents and regularly reviews and improves team processes.
  • Works collaboratively with other TED teams to achieve common goals.
  • Responds to public concerns and requests for transportation and stormwater improvements.
  • Manages and provides oversight of the selection and supervision of consultants and contractors.
  • Guides, develops, prepares and presents reports and recommendations to the City Council.
  • Serves as staff representative to the City’s advisory boards.
  • Represents the department at meetings of the City’s boards, commissions, and City Council.
  • Represents the City of Naperville at meetings with other municipalities, counties, regional agencies, and the state.
  • Prepares, administers and monitors applicable portions of the department budget.
  • Ensures safety rules and regulations are enforced.
  • Performs all other related duties as assigned.
Qualifications

Required

  • Bachelor's degree in Civil Engineering or a related engineering field.
  • At least five years of progressively responsible municipal engineering experience, including demonstrated experience in administering annual maintenance programs and large capital projects.
  • Registered Professional Engineer license (State of Illinois) required.
  • Valid Illinois Driver’s License.

Preferred candidates will have a Master’s degree in Civil Engineering and prior supervisory experience.
