Job summary

Maryland Port Administration (MPA) seeks an Engineering Contract Manager to oversee contracts for capital improvements and system preservation. You will supervise budgets, ensure COMAR compliance, and coordinate with engineers, procurement, and legal teams.

The role reports to the Deputy Director of Engineering and Business Technology. Hybrid telework, career development, and education benefits are provided under MDOT policies.

Qualifications

• Minimum: high school diploma or equivalent.
• Selective qualification requires 3+ years in contract administration, procurement, or financial management within engineering, construction, transportation, or public infrastructure.
• Experience includes reviewing contracts/invoices, monitoring budgets, ensuring compliance with regulations (e.g., COMAR).

Responsibilities

• Oversee engineering, construction, and professional service contracts for capital projects.
• Coordinate staff changes, rate adjustments, codes, MBE goals, rosters and subcontracting compliance.
• Review invoices for compliance with terms and regulations (COMAR).
• Forecast capital project cash flow and prepare funding authorizations.
• Collaborate with directors, project managers, procurement, legal, and external partners.
