The Maryland Port Administration (MPA) is a 203-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as an economic generator and job creator, in addition to maintaining our nation\'s supply chain and moving vital goods to industries and consumers. General Role Description

MPA is seeking a motivated, positive, and driven Design Project Engineer to join the MPA Engineering Division. The primary responsibility of this position is to function as a Maryland Licensed Professional Engineer and Team Leader over multidisciplinined engineering and construction projects of varying levels of complexity, scope, and fiscal implications in support of MPA programs and operations.

Responsibilities
  • Meets with representatives of various MPA departments (Operations, Property Management, Cruise Operations, Maintenance, Security, Safety, Environment & Risk Management (SERM), Information Services), and A&E firms to discuss and review new project scopes or facility improvements proposed by the MPA’s Executive Management staff.
  • Requests and submits draft documents from A&E firms for each proposed scope of work/project: price proposals for design and construction phase services and schedules for drafting and developing deliverables (contract technical specifications, plans, and an engineer’s cost estimate).
  • Reviews price proposals from A&E firms for the proper scope of services, appropriateness of estimated staff hours, potential permitting requirements, and the proposed design submittal schedule.
  • Recommends approval or revision of A&E task price proposals to the Engineering Division\'s Deputy Director for Design.
  • Coordinates with A&E firms and the Engineering Division\'s Deputy Director for Design to ensure applicable environmental approvals/authorizations are obtained from State and Federal regulatory agencies for the respective projects.
  • Directs A&E firms to revise a project’s scope or to modify the A&E firm’s proposed engineering services to expedite the development of contract documents, reflect changes in project funding, or reflect changes in project scope requested by other MPA departments.
  • Drafts technical specifications for projects not assigned to A&E firms.
  • Performs detailed constructability and quality reviews of design document packages submitted by A&E firms.
  • Directs A&E firms to submit Contract Plans to applicable agencies for proper state and/or federal permitting and/or approval. Monitors progress and intervenes if the permitting or approval process is stalling.

This position reports directly to the MPA Deputy Director of Design within the Engineering Division.

Employees in this class are considered essential employees and are subject to call 24 hours a day, as may be required in order to maintain continuous operation of a facility.

Minimum Qualifications

Possession of a Maryland Professional Engineer license or a Professional Engineer license in a state with comparable requirements acceptable to the Maryland State Board of Professional Engineers in one of the following construction-related disciplines: civil, structural, mechanical, or electrical engineering is required. Evidence of license must be presented at the time of appointment. The ideal candidate will possess the aforementioned licensure in a marine environment.

Experience

One (1) year of experience managing engineering projects as a licensed, professional engineer. The ideal candidate will possess the aforementioned experience in a marine environment.

Selective Qualifications
  • Twelve (12) months of the required experience must involve exercising professional engineering judgment as a licensed Professional Engineer (PE) managing the development of designs or the construction-phase services performed by engineering teams. The candidate shall have experience with the following:
  1. Signing and sealing engineering-level documents; AND/OR
  2. Team leader/project manager managing the development of construction contract documents or work orders (for on-call agency-wide contracts) developed by Architectural and Engineering (A&E) design firms, from the scope development stage through completion of construction as-builts.

For example:

  • Performing constructability reviews of design submittals from A&E firms. Design submittal deliverables include contract plans/drawings, technical specifications, engineer’s estimate, schedules, and/or technical memos or reports.
  • Collaborating with project stakeholders to ensure projects meet the purpose and needs of the customer(s) – for example: conducting site meetings to discuss project scope, resolving conflicts with operational, IT, or security requirements, leading design review meetings, and presenting project statuses to management of the Engineering Division.
  • Managing the processing of environmental regulatory permitting associated with projects.
  • Reviewing and approving task assignment price proposals and invoices submitted by A&E firms.
  • Managing the budgets and schedules of A&E task assignments.
  • Providing design support to a construction management team during the construction phase of a project, e.g., reviewing and responding to RFIs from contractors, reviewing material and product submittals from contractors, reviewing contractor price proposals, and resolving conflicts with unforeseen site conditions.
