Job description

Position: Engineer/Senior Engineering Technician

Department: PEO Support

Location: In and around Hampton Roads, VA geographic area (Newport News/Portsmouth)

Reports to: Waterfront Engineering Support Program Manager

Time Status: Full

FLSA Category: Exempt

Primary Functions: Provide engineering and technical service support to NAVSEA 05V Ship Design Manager and PMS 312D PARM Assistant Program Manager (APM) associated with Government-sponsored work assigned to Customer Contracted Teams (CCTs) and Alteration Installation Teams (AITs) during Aircraft Carrier Refueling Complex Overhaul (RCOH). Conduct technical reviews of Navy drawings related to aircraft carriers, collaborate with the engineering and design team to identify necessary modifications, and ensure compliance with quality standards and specifications. Assist in resolving field issues, problems, or conflicts. Handle complex projects, ranging from simple repairs to state-of-the-art construction.

Position Requirements:

  1. Education: Bachelor of Science degree in an engineering (Structural or Mechanical preferred), or related technical disciplines from an accredited four-year college or university or ten years of hands-on experience in an engineering field.
  2. Military Experience: Highly desired. Aircraft carrier maintenance and modernization experience.
  3. Skills:
    • Excellent communication (oral and written) skills required.
    • Excellent administrative and organizational skills.
    • Strong analytical skills.
    • Ability to perform in a fast-paced, high-pressured, multi-tasking environment.
    • Ability to interact comfortably and appropriately with all levels of government, military ranks, and civilian equivalents.
    • Expert knowledge and experience with Navy design and repair standards.
    • Proficient handling and managing DoD Controlled Unclassified Information (CUI).
  4. Certifications:
    • Use of Microsoft Office (Word, PowerPoint, Excel), Access, Visio, and Outlook.
    • Familiar with Computer Aided Design (CAD) Products.

General Experience: A minimum of ten years of increasingly responsible experience managing complex engineering or technical projects. Ability to communicate and work well with geographically distributed teams is essential.

Functional Responsibility: Assists NAVSEA 05V Ship Design Manager located in Washington, DC in developing and implementing policies and procedures to assist in the identification and correction of technical drawing data associated with the NIMITZ Class aircraft carrier program including development, supervision, and oversight of the drawing modification process. Develop project plans demonstrating the ability of the work to be completed within prescribed timeframes; monitor the readiness and completion of assigned work. Assist in developing program documents, briefings, and analytical presentations. Deals effectively with individuals and groups. Provides critical data support for project planning and scheduling.

Specialized Experience:

  1. 10+ years of test engineering management experience in major Navy engineering or related technical programs associated with Structural and H, M & E systems.

Additional Requirements:

  1. SECURITY CLEARANCE: Employee is required to provide eligibility to obtain Secret clearance.
  2. Proof of US Citizenship required due to technical content of work.

Notes:

  1. Under this task, no travel is anticipated beyond the Hampton Roads, VA geographic region. Should travel be required outside the Hampton Roads, VA region, it will be coordinated and funded in advance of its occurrence. Slight possibility of travel to Washington Navy Yard, DC.
  2. Work occurs in both an office and shipboard environment. RCOH reflects significant industrial work in a hazardous, noisy shipbuilding environment.
  3. Compliance with Federal, state, local, Newport News Shipbuilding, OSHA, Navy, and other safety and environmental regulations is required.
  4. Ability to climb long flights of stairs (entering/exiting drydock) and vertical ladders and prolonged standing may be required for some shipboard work.

Contacts: This position routinely works with government and military personnel and their support contractors at the executive, manager, and trades levels.

Complexity: Medium. Manipulation of data provided can be complex due to the volume of information that may be concurrently received and require analysis and processing. Large number of CCT/AIT work items, uncertainty to schedule, and emerging policies and procedures demand flexibility and actively seeking improvements to overall RCOH program and associated projects.

Supervision Given: This position requires the ability to work with little or no direct supervision and requires coordination of efforts with senior government and military leaders. Must seek amplifying information and anticipate customer requirements based on individual work items maturing at different times and stages.
