Job summary

NYC Department of Environmental Protection (DEP) is seeking two Associate Air Pollution Inspectors II for the Air & Noise Enforcement Unit. Positions will be based at Lefrak Building (Queens) or Greenpoint Ave (Brooklyn).

Responsibilities include planning and conducting citywide inspections of air/noise sources and managing a team of inspectors. Candidates must have a high school diploma with five years’ relevant experience or a bachelor's degree with engineering/related credits plus two years

Qualifications

• High school diploma or equivalent with 5 years of experience in inspection/maintenance of equipment emitting air contaminants or excessive noise, including at least 1 year in a supervisory role.
• Bachelor's degree with 24 semester credits in engineering/related fields plus 2 years of eligible experience, at least 1 year supervisory.

Responsibilities

• Plan, conduct, and oversee citywide inspections of air and noise pollution sources to ensure compliance with laws and regulations.
• Supervise, advise, and evaluate a team of Air Pollution Inspectors; schedule and assign work and respond to public inquiries.
• Direct in-service training programs and prepare progress reports on inspections and outcomes.
• Serve as liaison to city and other governmental agencies and act on behalf of supervisor during temporary absences.

Job description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking waler,
managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's waler supply system is comprised of 19 reservoirs and 3 controlled lakes throughout \he system's 2,000 square mile watershed that extends 125 miles north and west of the city.
The Bureau of Environmental Compliance's mission is the enforcement of environmental laws and regulations, which affect the health and safety of the public and environment. Specifically, the
bureau enforces the City's Asbestos regulations as well as the Air and Noise Codes. The Bureau is comprised of The Division of Air & Noise Policy, Permitting and Enforcement and the Asbestos Control Program. These divisions respond to; air and noise code complaints; inspect and track asbestos removal projects: and foster the goals of environmental protection. Responsibilities also Include certifying asbestos handlers, inspecting and issuing operating certificates to stationary combustion and industrial process sources, and implementing the requirements of the Clean Air Act.
The BEC is seeking to hire two Associate Air Pollution Inspector II positions within the Air & Noise Enforcement Unit, located either at the Lefrak Building in Queens, NY, or the Greenpoint Avenue building in Brooklyn, NY. Working under general supervision and with substantial latitude for independent judgment, the selected candidates will conduct, plan,
and oversee citywide inspections of air and noise pollution sources to ensure compliance with applicable laws, rules, and regulations. The goal of this work is to effectively reduce or eliminate conditions that contribute to air and noise pollution.
The Brooklyn and Manhattan Borough Supervisors will assign complaints through the Infor Public Sector (IPS) system or any future computer or web-based management platforms and will use handheld systems to distribute and manage work assignments. Supervisors will also respond to emails and other correspondence from the public, providing explanations
of protocols and procedures. Both selected candidates will plan and direct in-service training programs, conduct investigations, and prepare periodic progress reports. Additional responsibilities include supervising, advising, and evaluating a team of Air Pollution Inspectors; scheduling and assigning work, including complaint responses; and
providing on the job training for newly assigned inspectors. All selected candidates must be willing to work various shifts, including nights, weekends, and any future schedules deemed necessary.
The Associate Air Pollution Inspector may also serve as a liaison to city and other governmental agencies and may act on behalf of their supervisor during temporary absences.

Minimum Qualifications

• A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and five years of full-time satisfactory experience in the inspection, operation, testing, designing or the maintenance of equipment that may emit air contaminants and/or excessive noise such as the following: air cleaning, fuel burning, industrial processing, incinerating, electrical or acoustical equipment; at least one year of which must have been in a supervisory capacity; or
• A baccalaureate degree from an accredited college or university including or supplemented by at least 24 semester credits in mechanical, chemical, electrical, electronic, environmental, or acoustical engineering or engineering technology, chemistry, physics, industrial hygiene, public health, or a related field plus two years of experience as described in "1" above, at least one year of which must have been in a supervisory capacity.

Preferred Skills

The selected candidates should have experience in handling, operation, testing, designing or maintaining of air, noise control and fuel burning equipment. The most suitable candidate would also possess the following skills: - The ability to climb stairs and ladders and engage in extensive walking at facilities being inspected including those under construction and renovation while following ail mandated safety procedures. - Must be familiar with current various computer software programs, and be able lo adapt to, and grow with our future web-based programs and applications.
