Job summary

NYC Department of Citywide Administrative Services (DCAS) seeks a City Research Scientist in Energy Management to advance energy efficiency initiatives and optimize contracting strategies across City agencies. The role focuses on improving contract vehicles, supporting energy projects, and ensuring alignment with Local Law 87 and city procurement standards.

Ideal candidates will have strong experience in energy efficiency, decarbonization, and technical writing, with proven project management

Qualifications

• Master's degree in a physical, biological, environmental science or public health.
• Level II requires a doctorate or a master's with 3 years of research experience, or equivalent with a master's and 2+ years.

Responsibilities

• Develop and implement strategic recommendations to improve the use of DEM’s existing contract vehicles.
• Oversee energy auditing, retro-commissioning, and technical services as required by Local Law 87 of 2009.
• Energy project delivery and related services.
• Identify gaps and inefficiencies; develop and improve procedures; address vendor evaluation needs and performance issues.
• Drive the development of new contract vehicles for energy project delivery and other energy services for the City.
• Review citywide and agency-held contracts with OCP and MOCS to update energy efficiency standards and language.
• Support the operations of the Contracting Innovation Team and maintain standard operating procedures.
