Compliance Manager

SUMMARY

The Compliance Manager manages energy markets compliance activities and deliverables related to FERC rules and regulations, CAISO and ERCOT tariffs and business practice manuals.

Key responsibilities include managing the energy markets compliance training program, providing guidance to business units on compliance matters related to power marketing and market scheduling, monitoring energy markets communications, and investigating market transactions to ensure FERC and energy market compliance. The role coordinates cross-functional deliverables and supports the Senior Director in maintaining the organization's compliance program.

Remote position with preference for Southern California candidates. Requires ability to work independently, build relationships in remote environment, and deliver objectives with minimal supervision.

KEY RESPONSIBILITIES

Daily Compliance Activities:

  • Manage monthly FERC compliance survey process and investigations
  • Monitor ISO/RTO communications and market monitor requests
  • Conduct annual reviews of compliance policies and procedures
  • Investigate potential compliance matters and implement corrective actions
  • Maintain compliance documentation and recordkeeping

Training Program Management:

  • Develop and implement energy markets compliance training programs
  • Track and report employee training obligations
  • Design annual/refresher education on compliance issues
  • Assess training needs and propose program enhancements

Market Monitoring & Regulatory Interface:

  • Monitor market transactions for compliance with FERC and ISO/RTO rules
  • Prepare annual compliance reports and audit materials
  • Support regulatory inquiries, audits, and document submissions
  • Coordinate with external advisors on compliance matters

REQUIREMENTS

Education & Experience:

  • Bachelor's degree in business, business law, or related field (or equivalent experience)
  • 5+ years FERC/CAISO compliance experience required
  • Energy markets compliance experience strongly preferred
  • Understanding of electric industry, energy marketing, and scheduling

Technical Knowledge:

  • FERC regulations and CAISO/ERCOT market rules
  • Western energy markets and organized market functions
  • Regulatory compliance analysis and market participation
  • CPUC state regulatory processes
  • Experience managing compliance functions (policies, procedures, training, investigations)

Skills:

  • Advanced Excel proficiency (pivot tables, formulas)
  • Microsoft Office Suite expertise
  • Project management and cross-functional leadership
  • Strong analytical and problem-solving abilities
  • Excellent written and oral communication
  • Ability to work independently under tight deadlines
