Compliance Manager

Department: Legal, Compliance & Advocacy

Reports to: VP & Senior Counsel of Energy and Regulatory Affairs

FLSA Status: Exempt

Position Supervises: None

POSITION SUMMARY

The Compliance Manager is a highly specialized, technical position responsible for the planning, development, implementation, and maintenance of an effective Compliance Program. The Compliance Program will be focused on compliance with FERC, NERC, and PJM standards, regulations, protocols, and operating rules. The Compliance Program may also include compliance with the Department of Energy (DOE), Environmental Protection Agency (EPA), Indiana Department of Environmental Management (IDEM), Occupational Safety and Health Administration (OSHA), and other related agencies on behalf of Northeastern REMC (NREMC).

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in engineering or related field, or equivalent experience.
  • Minimum of three years of experience in the electric utility industry or closely affiliated company(s), including experience in electric system operations, planning, activity cost tracking, budget reporting, environmental compliance, and regulatory compliance.
  • Valid driver’s license.

KNOWLEDGE

  • Knowledge of applicable Federal and State laws, ordinances, and regulations.
  • Knowledge of electric utility industry operations, including transmission, distribution, generation, information technology, and security.
  • Knowledge of critical infrastructure protection standards.
  • Knowledge of market functions and processes

SKILLS

  • Skill in analyzing and researching policies, laws, and regulations to provide workable recommendations and solutions that maintain compliance.
  • Skill in complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions

ABILITIES

  • Ability to prepare technical reports, analyses, and documents.
  • Ability to communicate effectively, both in oral and written forms, to the audience.

  • Ability to work independently and/or in a team environment while handling multiple tasks and changing priorities with attention to detail.

JOB RESPONSIBILITIES Other reasonably related job duties may be assigned

  • Ensure regulatory compliance with all applicable agencies, including FERC, NERC, PJM, and state regulators, by identifying, assessing, managing, and implementing required activities and timely reporting.
  • Develop, maintain, and improve compliance operating and planning procedures following NERC, FERC, and PJM standards and guidelines.
  • Analyze compliance risks and deficiencies; develop and implement risk management strategies.
  • Provide recommendations to leadership to ensure generation and/or transmission project designs comply with NERC BES reliability standards and other relevant regulatory requirements.
  • Monitor regulatory developments from FERC, NERC, PJM, and other agencies; assess impact and coordinate internal implementation to meet evolving standards.
  • Support generation and transmission projects by managing agency registrations, attestations, and continuous regulatory compliance reporting.
  • Prepare and submit all compliance reports required under FERC, NERC, PJM, and any other applicable agency or regulatory authority.
  • Coordinate with internal and external stakeholders to develop and implement compliance standards, procedures, policies, processes, and reports.
  • Collaborate to ensure electric system activities remain within regulatory and operational limits, as defined by NERC, FERC, and PJM.
  • Monitor and audit operational procedures and records; conduct internal investigations into compliance issues and/or assist with them; report findings and suggestions to leadership.
  • Assist with investigation and formal complaint responses from regulatory agencies regarding non-compliance.
  • Interpret and advise on regulations, including but not limited to, NERC and FERC Standards and PJM Tariffs, Protocols, and Operating Guides.
  • Maintain organized and auditable records of compliance activities; coordinate internal reviews and approvals before submission to regulatory bodies.
  • Participate in incident investigations by reviewing system events, analyzing logs and data, performing root cause analyses, and recommending corrective actions.
  • Serve as CIP Subject Matter Expert (SME) for CIP compliance in audits, internal reviews, RFIs, data requests, and spot checks, ensuring alignment with compliance procedures and business needs.
  • Monitor and remain current on industry best practices and emerging trends such as CIP, cybersecurity, energy security, and system reliability; actively engage in external groups, committees, and training opportunities.
  • Identify, document, and evaluate Critical Cyber Asset systems, configurations, and architectures to ensure they meet compliance requirements.
  • Support the creation and delivery of employee training on compliance and help identify training needs.
  • Perform other duties as assigned.

WORK ENVIRONMENT

  • Ability to work in a fast-paced, deadline-oriented office environment on a flexible schedule.
  • Ability to work independently with minimal supervision.
  • This is a remote position. Travel to NREMC headquarters in Columbia City, IN, as required.
