The Financial Analyst II (NS) position in the NC Department of Health and Human Services Division of Health Benefits is a hybrid role that links Procurement, Accounts Payable, and Budget to ensure accurate encumbrance tracking and coding across financial units.

Responsibilities include journal vouchers, inmate billing, and resolving system data discrepancies, with a strong emphasis on Excel-based data analysis and cross-team collaboration.

Competenze

• Demonstrated experience managing full purchase order lifecycle including encumbrance and coding records.
• Functional liaison between Procurement, Accounts Payable, and Budget teams to resolve workflow challenges.
• Experience preparing journal vouchers and researching financial interface discrepancies and coding errors.
• Advanced Excel skills including XLOOKUP, SUMIFS, filters and PivotTables for large datasets.
• Experience performing specialized tasks such as quarterly inmate billing and ensuring proper routing in financial systems.
