SUMMARY: These positions are assigned to the State Communication Branch (StateComm) of the Bureau of Emergency Medical Services (EMS), functioning within the Idaho Military Division (IMD). The primary purpose of these positions is to provide emergency dispatch and communication coordination services to emergency response agencies, incident commanders, law enforcement officials, and other agencies involved in public safety and protection.

MILITARY DIVISION MANDATORY QUESTIONS (attach as a supporting document in Luma):

MANDATORY REQUIREMENTS (attach as a supporting document in Luma):

(1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)

(2) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.)

(3) Must be able to complete the required training to be fully functional in the position as directed by the supervisor. CPR and IAED Emergency Medical Dispatch certifications to be completed by the end of the training process. Idaho Peace Officers Standards and Training (POST) Emergency Communications Officer (ECO) Basic Academy certification to be completed within 18 months of start date. FEMA IS-100.C, IS-200.C, IS-700.B, and IS-5.A prior to the start of Idaho POST ECO Basic Academy.

REQUIRED EXPERIENCE: Must have 12 months of experience performing work related to the knowledge requirements below to be hired at the full grade of the position. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge.

KNOWLEDGE REQUIREMENTS (attach as supporting documentation in Luma):

(1) Describe your experience communicating verbally with a variety of individuals, including individuals who may be upset, confused, emotional, or have varying levels of understanding. Include any experience using professional communication techniques, tact, diplomacy, active listening, or emergency communications terminology.

(2) Describe your experience using communication equipment, telephones, radios, computer systems, or other communication technology. Include any experience learning and following procedures for the proper use of communication systems and equipment.

(3) Describe your experience with emergency communications, emergency dispatching, EMS, fire, law enforcement, emergency management, or other public safety operations. Include any relevant education, training, or certifications. If you have no direct public safety experience, describe other experience that demonstrates your ability to learn and follow established procedures in a time-sensitive environment.

(4) Describe your experience working with geographic information, maps, addresses, jurisdictions, facilities, or service areas. Include any experience identifying emergency response agencies, hospitals or other healthcare facilities, hazardous materials resources, or other emergency resources.

(5) Describe your experience receiving, identifying, retaining, documenting, and transmitting important information accurately and efficiently. Include your experience using a computer keyboard or other technology while simultaneously communicating with another person, listening to information, or performing other tasks.

(6) Describe your experience working in stressful, high-pressure, or emotionally difficult situations. Explain how you maintain composure, manage your personal emotions, remain professional, and effectively communicate with others during stressful circumstances.
