General Summary:

This is highly professional work in the Employment Unit within the Office of Legislative Services (OLS) Human Resources (HR) Office. The successful candidate will possess excellent customer support skills with exceptional attention to detail.

Our Organization:
The Office of Legislative Services provides centralized administrative, management and support services to the Florida Senate, House of Representatives and other legislative offices. The HR Office reports to the Coordinator for the Office of Legislative Services.

The HR Office oversees employment processes such as attendance and leave, onboarding, payroll, workers compensation and benefits administration for the Florida Legislature. The HR Office manages the Legislature’s HR Information System (HRIS) and assists the offices with recruiting and training efforts. The HR Office is responsible for compliance with policies and procedures and all appropriate approvals regarding personnel actions.

Examples of Work Performed:

  • Assists in administering the comprehensive legislative HR program.
  • Processes and maintains confidential personnel records of all employees.
  • Prepares and processes paperwork placing Legislators, salaried, and temporary employees on the payroll.
  • Processes and maintains confidential personnel records of all employees including promotions, transfers, salary changes, reclassifications, leaves of absence, and resignations in accordance with policies and procedures.
  • Carries out rules and regulations relating to employment, salary changes, terminations, and other personnel issues.
  • Evaluates applicants’ and employees’ training and experience to determine eligibility for legislative job classifications.
  • Counsels Legislators and employees in matters of state group insurance and other benefits.
  • Assists in recommending new personnel policies and procedures and changes to existing ones.
  • Inputs data into the legislative HRIS and monitors personnel reports and records.
  • Researches and proposes improvements in the legislative HRIS.
  • Participates as needed in the design of specialized system projects and conduct related system testing.
  • Performs special assignments, prepares reports, and drafts letters of response to inquiries.
  • Displays exceptional professionalism and attention to details in work and communications and demonstrates a desire to serve Legislators and employees.
  • Interact directly with customers during problem-solving situations.
  • Provides excellent customer service to the customers of the OLS HR Office.
  • Performs other related duties as required.

Knowledge, Skills, and Abilities:

  • Knowledge of the basic principles of personnel administration.
  • Knowledge of personnel program functions such as selection, onboarding, benefits administration and classification and pay.
  • Knowledge of the State of Florida Group Insurance Program.
  • Knowledge of the principles, practices, and procedures of human resources.
  • Knowledge and experience working in an HRIS.
  • Ability to prioritize work and ensure proper completion of work assignments.
  • Ability to establish and maintain effective working relationships with customers and work effectively in a team environment.
  • Ability to read and document business and technical processes.
  • Ability to understand and apply related HR rules, regulations, policies, and procedures.
  • Ability to work independently.
  • Ability to produce quality work under pressure.
  • Ability to professionally communicate verbally and in writing.
  • Ability to deal tactfully and courteously with internal and external customers.
  • Ability to hold sensitive and confidential information in confidence.

Minimum Qualifications:

A bachelor's degree from an accredited college or university. Professional experience as described above can substitute on a year-for-year basis for the required college education.

Preferred Experience:
Experience working in a public or private sector benefits or HR office.
