Job summary

Qualifications

• Bachelor's degree in HR, business, communications, public administration, or related field; 3 years of HR or related experience such as recruitment, engagement, or internal communications
• Texas Driver's License
• Proven success applying recruiting processes to strengthen recruitment
• Excellent interpersonal and analytical skills with strong verbal and written communication
• Ability to adapt to changing priorities
• Strong attention to detail and organizational skills
• Proficiency with ATS and HRIS

Responsibilities

• Lead citywide employee experience initiatives and manage centralized recruitment operations.
• Develop, implement, and evaluate a citywide employee engagement strategy aligned with the city’s plan and values.
• Partner with departments on engagement action plans; maintain metrics and manage exit/stay interviews.
• Collaborate on HR communications and branding across HR materials.
• Plan HR-led events; manage budgets and vendor relations; support onboarding activities.
• Partner with Recruiter to manage recruitment operations and posting strategies.
• Own candidate experience from application through preboarding; administer ATS.
• Monitor recruitment activity and prepare reports on hiring metrics and time-to-fill.
• Manage offers and pre-employment screenings; ensure compliance with policies.
• Oversee volunteer/intern programs; coordinate with Police and Fire departments on recruitment.
• Develop assessment centers and promotional processes for sworn positions.
• Perform other related duties as assigned
