The position focuses on administering employee benefits programs, educating staff on plan options, and ensuring compliance with ACA, Section 125, COBRA, FMLA, and related regulations. Strong data interpretation and communication skills are essential.

Qualifications

• High school diploma or GED.
• Knowledge of administration of employee benefits programs.
• Knowledge of ACA and Section 125 IRS tax regulations.
• Knowledge of COBRA, FMLA and workers' compensation statutes.
• Ability to implement policy and procedures.
• Ability to interpret complex data.
• Critical decision-making skills.
• Proficient in Microsoft Word and Excel.
• Strong organizational and problem-solving skills.
• Competency in basic accounting.
• Strong oral and written communication skills.
• Excellent interpersonal skills.
• Bilingual ability a plus.
• Minimum of three (3) years experience in employee insurance, benefits and payroll procedures.
• Experience in Sungard payroll software and online enrollment systems preferred.

Responsibilities

• Become knowledgeable in all aspects of the district's benefits programs.
• Interpret complex healthcare and insurance laws, plan designs including ACA, Section 125 IRS tax regulations, and TRS-ActiveCare.
• Educate and assist employees with all aspects of the benefit programs offered.
• Understand employee qualifying events and make critical decision to whether it meets Section 125 IRS tax regulation.
• Initiate enrollment, benefit changes, and payroll adjustments as required for employee benefits and payroll processing.
• Become proficient in the management of the COBRA and FML employee benefits extension programs and workers compensation claims processing.
• Meet state and federally mandated administrative deadlines for workers' compensation and COBRA, HIPAA, and FML benefit extension programs.
• Work closely with staff from Human Resources, Payroll, and Information Systems Departments to maintain eligibility of employees' benefits and pay during their employment status transitions.
• Perform tasks in a manner which will ensure the integrity and confidentiality of a legally sensitive public entity department.
• Reports and performs other duties as assigned by the Assistant Director of Risk Management and Insurance.
