Job summary

COUNTY OF NORTHUMBERLAND is seeking an EMA Operations and Training Officer / Deputy Coordinator to lead emergency management preparedness, response, and recovery activities. The role covers hazardous materials planning, training coordination, and EOC operations, requiring strong project management and 24/7 availability.

The officer may serve as Deputy Coordinator after PEMA certification and collaborates with responders, municipalities, and state/federal partners to ensure effective incident

Qualifications

• Completion of ICS-100, ICS-200, ICS-700, ICS-800 within 6 months.
• Hazardous materials planning and Act 165 compliance.
• Ability to coordinate training and exercises.
• Experience coordinating emergency management programs is preferred.

Responsibilities

• Support and operate within the NIMS/ICS structure.
• Respond 24/7 to emergencies including fires, hazmat events, severe weather, and evacuations.
• Coordinate incident action planning and after-action reviews.
• Staff and support the Emergency Operations Center (EOC) operations.
• Develop county-wide training schedules and coordinate trainings for responders and officials.
• Lead exercises from orientation through full-scale and evaluate outcomes.
