Job summary

National EMR is seeking an Associate Deputy Director of Operations to lead the Operations Section during steady-state and incident response. This deployable role participates in Incident Management Team activities and ensures alignment with the Incident Action Plan while managing field operations and mission priorities.

The position requires a bachelor’s degree in emergency management or related fields, 7+ years in emergency operations, strong NIMS/ICS knowledge, and the ability to work extended

Qualifications

• Bachelor’s degree in emergency management, homeland security, public administration, or a related field is required. A master’s degree is preferred.
• Equivalent experience may be substituted in lieu of a degree on a year-for-year basis. Five+ years in related fields in emergency medicine with leadership experience.
• ICS-300 and ICS-400 preferred; FEMA Operations Section Chief credential strongly preferred; EMTP licensure required.

Responsibilities

• Lead the Operations Section during steady-state and emergencies, ensuring field activities align with the Incident Action Plan (IAP).
• Oversee readiness and response priorities, manage short-term initiatives, and track contracts and programs.
• Mentor PRN and surge staff; coordinate training, credentialing, and deployment readiness.
• Draft and maintain SOPs and tactical docs; manage version control and rollouts.
• Coordinate roster assignments, travel readiness, and responder briefings for mobilization.
• Serve as Acting Section Chief when delegated; ensure continuity during activations and 24/7 operations.
