Job summary

State of Washington—DSHS, Office of Emergency Management—is seeking a Response Manager to lead emergency response operations, develop plans, and provide enterprise-level guidance. You will coordinate with executives, external partners, and GIS systems to prepare for and respond to incidents from DSHS HQ in Olympia.

You will bring expertise in emergency management, ICS/FEMA training, and strong communication to drive preparedness across the agency and its mission-essential functions.

Qualifications

  • Experience developing and implementing emergency response plans.
  • Ability to initiate incident command quickly.
  • Experience briefing at high level during emergencies.
  • Proven ability to develop operational procedures for response and operations.
  • ICS-300/400 or FEMA training or equivalent.
  • Familiarity with DSHS organization, mission essential functions.
  • Experience using GIS systems.
  • Advanced degree in emergency management.

Responsibilities

  • Plan, organize, and participate in HQ-level DSHS emergency response operations.
  • Provide guidance and advice related to emergency response at the enterprise level.
  • Establish cooperative relationships with executive leadership and external partners.
  • Develop and inform administrative policies related to emergency response, training, testing, and exercising.
  • Provide situational awareness reports using GIS and advise director on actions.
  • Develop tactical actions to support effective response to emergencies and disasters.
  • Conduct tests and exercises for relevant communication systems.
