Job summary

Frey Consulting Group seeks an Emergency Management Technical Planning Specialist to support planning, preparedness, and coordination across the Pacific Northwest. The role focuses on natural hazards, operational readiness, and emergency management coordination for Cascadia-related scenarios.

You will collaborate with emergency management professionals, GIS analysts, and federal, state, local, Tribal, and private sector stakeholders to develop planning products that support decision making.

Qualifications

• Bachelor’s degree in emergency management, public administration, planning, geography, GIS, data science, or a related field.
• Minimum of 5 years of experience in emergency management planning, preferably with FEMA, state emergency management agencies, or other federal deployments.
• Familiarity with FEMA’s Incident Command System (ICS), planning doctrine, and disaster operations.
• Experience applying the FOPM Six Step Planning Process in real world planning scenarios.
• Proficiency in Microsoft Excel, Power BI, SharePoint, Microsoft 365 tools, ArcGIS Pro, and ArcGIS Online.
• Strong verbal and written communication skills, including technical writing and stakeholder facilitation.

Responsibilities

• Develop, validate, and implement emergency operations plans, hazard mitigation plans, continuity of operations plans, and other planning products.
• Apply FEMA’s FOPM Six Step Planning Process to guide planning deliverables and stakeholder engagement.
• Support planning task orders through coordination, documentation, technical assistance, and meeting facilitation.
• Facilitate stakeholder engagement and interagency coordination for planning efforts.
• Assist in the design and execution of exercises to test and improve plans.
• Support planning activities related to earthquakes, tsunamis, volcanic hazards, continuity, logistics, and regional preparedness initiatives.
• Integrate data analysis and geospatial analytics into planning products to support evidence based decision making.
• Perform quantitative and qualitative analysis in emergency management policies, programs, and procedures supporting federal agencies.
• Develop and implement database management solutions, dashboards, analytical workflows, and data visualization products.
• Support GIS based analysis, mapping, and situational awareness activities.
• Ensure compliance with applicable government regulations and federal guidance.
