Job summary

New York City Emergency Management (NYCEM) is seeking a Learning and Development Specialist to design, develop, and deliver comprehensive training programs for intra-agency and interagency emergency management. You will apply adult learning theory, coordinate courses, and collaborate with subject matter experts and vendors to ensure high-quality training materials.

Qualifications

• Experience designing or managing adult learning and development programming.
• Knowledge of adult learning models and instructional design.
• Strong project management experience and time management skills.
• Ability to work on multiple projects concurrently and consistently meeting deadlines.
• Strong attention to detail.
• Excellent verbal and written communication skills.
• Strong training facilitation skills, both in-person and in a virtual environment.
• Strong public speaking skills.
• Experience with evaluation and survey collection.
• Ownership mindset.
• Ability to work well under pressure.
• Proficient in Excel for data management, analysis, and building/managing dynamic reports.
• Technical aptitude and ability to learn new applications.

Responsibilities

• Implement full cycle instructional design and development for instructor led (in person and live online), micro courses, and self-paced e-learning courses.
• Facilitate courses, manage the coordination of courses including logistics details, and deliver presentations as needed.
• Apply adult learning theory and instructional design methodology into course development and course facilitation.
• Translate emergency plans and related materials into training curriculum and learning programs.
• Work with subject matter experts to design and develop audience-appropriate, clear, and concise training content.
• Work with vendors we hire to develop curriculum material, when applicable.
• Support the continued development and improvement of the NYCEM Academy programs.
• Work collaboratively with the Learning and Development Unit team.
• Support the NYC Emergency Management Learning Management System.
