The Emergency Medical Services (EMS) Regulations Manager oversees the regulatory operations of the Office of EMS, which includes licensing EMS agencies, vehicles, and personnel. The Regulations Manager leads a team of inspectors who conduct site visits at EMS agency headquarters to ensure their procedures and patient transport vehicles are response-ready with the required equipment, supplies, and operational capability. The Regulations Manager ensures EMS personnel and agencies comply with the EMS Rule, the statewide protocols, and EMS policies. Compliance activities include surveilling the EMS system and employing standard investigation procedures to examine complaints, clinical or operational errors, unprofessional conduct, and criminal history. The Regulations Manager consults with the Health Department’s Assistant Attorney General, compiles investigation reports, and recommends options for appropriate resolutions. The Regulations Manager is expertly familiar with the EMS Rule and policies and is a key participant in Rule and policy development. The Regulations Manager is responsible for maintaining and updating the online licensing management system and supporting the administrative staff who perform daily licensing functions.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
Duties are performed in both a standard office and field settings. Private means of transportation must be available for required travel. Stress may be anticipated in dealing with emotional situations involving application of programs, especially in dealing with families and in the allocation of program resources.
Master’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND two (2) years or more of experience in public health or human services related programmatic work including experience leading a team or project.
OR
Bachelor’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND three (3) years or more of experience in public health or human services related programmatic work including experience leading a team or project.
OR
One (1) year or more of experience as a Public Health Program Manager I.
Supervisory or management experience.
