Job summary

The City of Carmel is seeking an experienced public safety professional to serve as Planning Division Manager within the City of Carmel Fire Department. This leadership role shapes emergency preparedness, incident planning, and critical public safety systems to perform when needed.

You will lead Emergency Operations Center operations, develop response plans, and coordinate with Fire, Police, and external agencies to strengthen readiness and response capabilities.

Qualifications

• High school diploma or GED with relevant technical training.
• 5+ years in emergency management or public safety.
• FEMA/NIMS ICS-100, ICS-200, ICS-700, and ICS-800; ICS-300/400 preferred.
• Experience in EOC or incident command environment.
• Valid Indiana driver’s license.
• Strong communication, organization, planning, and problem‑solving skills.
• Ability to coordinate across multiple agencies and disciplines, including under pressure.

Responsibilities

• Lead EOC operations as EOC Manager or Planning Section Chief.
• Develop and maintain emergency operations plans and incident procedures.
• Coordinate across City departments and public safety partners to improve preparedness.
• Plan and coordinate strategies for major events and incidents.
• Lead training programs and multi‑agency exercises to build readiness.
• Support Fire Department communications systems and related technology.
