About this Role: The Enterprise Data and Information Management (EDIM), Program Data Reporting Division (PDRD) at the California DHCS is seeking a highly motivated and experienced individual to join our team as a Research Scientist (RS) within the Benefits and Eligibility Data Support Branch (BEDSB).

Under supervision of the Research Scientist Supervisor (RSS I), the RS will be engaged to support the development and validation of the methodologies necessary to verify compliance with all required criteria in the Eligibility and Benefits Data Section within the BEDSB, PDRD. The RS will act as a technical scientific consultant on complex studies and projects, including but not limited to the Unsatisfactory Immigration Status (UIS) transition to fee-for-service (FFS) delivery system.

The RS will perform high-level analytic work related to eligibility alignment, immigrant coverage limitations, work requirements, redetermination cycles, and other statutory mandates. The RS will work with programs and data systems to serve as a PDRD subject matter expert responsible for the development, oversight, and refinement of interdepartmental data processes supporting H.R.1 implementation across Medi-Cal eligibility, compliance, and program monitoring requirements. The incumbent must demonstrate strong analytic, statistical, data governance, organizational, and communication skills and be able to use SAS, Structured Query Language (SQL), or other statistical/business intelligence software. The RS will work on complex ad hoc requests as necessary to support BEDSB business needs.

Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.

This position has been advertised as limited term and is expected to last 12 months; it may become permanent or be extended.

Telework and Salary Information

This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200-14203.
