Job summary

The California Department of Health Care Services (DHCS) seeks an experienced Research Data Specialist III to lead data governance and analytics across its enterprise data environment. The role focuses on metadata, ETL, data lineage, MDM/RDM, and analytic readiness to support DHCS programs and the transition from managed care to FFS.

Job Description And Duties

The Enterprise Data and Information Management Program’s Health Information Management (HIMD) Division is seeking a highly motivated and experienced individual to join our team as a Research Data Specialist III (RDS III). Under general direction of the Research Scientist Supervisor II, the RDS III will provide leadership and technical expertise in epidemiology, biostatistics, survey techniques, health services research, and DHCS enterprise data environment to plan, organize, and provide leadership and technical direction for departmental efforts maintained by the HIMD that assure trusted, consistent, well-defined, and compliant enterprise data. The RDS III leads cross-functional initiatives spanning metadata management, ETL/pipeline documentation, data lineage, master data management (MDM), reference data management (RDM),and analytic readiness to support DHCS program operations and the managed care-to-FFS transition. The role works across major DHCS systems (e.g., MEDS, CA-MMIS, CD-MMIS, CAPMAN, MIS/DSS, PACES, T-MSIS, Short Doyle, Collibra and other platforms/systems) and partners with program, policy, and technology teams to deliver standards, training, and executive-quality analytics. The RDS III holds full responsibility for recommendations, decisions, actions, and ideas; strategizes solutions with management on various issues; participates in policy discussions; advises and informs the decision‑making process; and participates in internal committees to develop solutions.

Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.

This position has been advertised as limited term and is expected to last 12 months; it may become permanent or be extended.

Desirable Qualifications
  • Demonstrated expertise in multi‑system data integration to build analytic pipelines, and fluency in SQL and analytic programming (e.g. R, SAS, Python when applicable).
  • Experience with health services data systems and other population health/quality measure data and technical specifications.
  • Expertise in statistical sampling, statistical analysis, data quality assurance processes, and research methodologies in an applied research setting.
  • Demonstrated experience in database programming and distributed compute environments such as Databricks Lakehouse.
