Job summary

Goebel Fixture Company is seeking an Eligibility Manager to lead and supervise eligibility determination and benefit administration across multiple Financial Assistance programs in Alaska. The role oversees staff, data processing for TANF and related services, and ensures program compliance and fiscal accountability.

The position requires a Bachelor's degree in a related field, 2+ years of management and budget experience, and Alaska driver’s license.

Qualifications

• Must pass state and federal fingerprint background check.
• Bachelor's degree in Social Services, Business Management, or related field; experience may substitute for education.
• Two years of personnel management experience.
• Two years of supervisory experience.
• Two years of budget management experience.
• Valid Alaska driver's license and insurable under CITC's insurance; 21+ with 3+ years of driving history.

Responsibilities

• Provide direct supervision and leadership to Eligibility Technicians I–IV and Lead Eligibility Specialist.
• Oversee data entry and processing for TANF, General Assistance, Burial Assistance, Child Care and related programs.
• Ensure programs meet state, federal, and grant requirements with oversight.
• Collaborate with Senior Managers to ensure communication and accountability.
• Develop, update, and implement program policies and PL 102-477 plan updates.
• Manage program budgets and track expenditures.
• Oversee eligibility approvals, service authorization, and childcare billings.
• Coordinate with communications for program messaging and outreach.
• Conduct file reviews and identify training opportunities for staff.
• Coordinate site visits with providers to identify needs and opportunities.
