Job summary

Bexar County is seeking an Elections Liaison to support precinct election operations. You will research and report on precinct details, locate and reserve polling locations, maintain election files, compile judge/clerks lists, and provide guidance to election staff.

You may assist with data entry, security of ballots, and post-election reporting. Under general supervision, you will interact with election judges, clerks, and staff; the role requires adherence to Texas Election Code and overtime

Qualifications

  • High School or GED and two years general office experience, including at least one year election support.
  • Knowledge of election procedures; poll site and voting equipment procedures; voter eligibility requirements
  • Strong communication skills with diverse groups, both written and verbal
  • Ability to understand and apply the Texas Election Code and report data within mandated timelines
  • Must have a valid driver’s license
  • Overtime may be required during election preparations; background check and pre-employment screenings
  • May work more than 40 hours per week

Responsibilities

  • Researches, compiles, organizes and reports information regarding the assigned precinct, poll locations, complaints and results for each election.
  • Locates and reserves voting sites and polling locations within the assigned precinct; compiles site use instructions and contacts
  • Maintains precinct election files (alphabetical and numerical)
  • Prepares lists of election judges, alternates and clerks; mails notices, writs, maps and training schedules
  • Answers procedural questions via the election telephone bank for judges, alternates and clerks
  • Enters election results and guides temporary data-entry staff
  • Monitors errors and trends; prepares precinct post-election reports for Elections Administrator
  • Secures voted ballots and ensures destruction of outdated materials
  • Prepares precinct data for Final Election Report; supports security of ballots during early voting
  • Performs other duties as required by the Elections Administrator

Summary

Under general supervision, is responsible for researching, compiling, organizing and reporting election information for the assigned Commissioner precinct; locates and reserves voting sites and polling locations; maintains election files; compiles lists and prepares instructional correspondence for election judges, alternates and clerks; answers questions for the election telephone bank; performs data entry; prepares and submits statistical reports; compiles approved election judge and alternate lists; secures and ensures proper destruction of voted ballots and outdated election materials; and performs related duties as required.

Duties and Responsibilities
  • Researches, compiles, organizes and reports information regarding the assigned precinct, poll locations, complaints and results for each election held
  • Locates and reserves potential voting sites and polling locations within the assigned precinct and compiles information, instructions and contacts for specific site use
  • Maintains assigned precinct alphabetical and numerical election files
  • Compiles lists of approved election judges, alternates and clerks within the assigned precinct and prepares instructional correspondence such as notification of appointment, Writs of Election, precinct maps and training schedules
  • Answers procedural questions received through the election telephone bank for election judges, alternates and clerks within the assigned precinct
  • Enters election results and provides instruction for temporary employees involved in data entry
  • Monitors and identifies trends and patterns regarding errors and problems encountered in each election and prepares precinct post-election reports for the Elections Administrator
  • Secures voted ballots for the assigned precinct after an election
  • Ensures proper destruction of outdated election materials for the assigned precinct
  • Prepares precinct data for the Final Election Report
  • Assists in collecting and maintaining security of daily cast ballots during early voting
  • Acts in the name of the Elections Administrator and shall perform all official acts as may be lawfully done and performed by such Elections Administrator in person, pursuant to Sections 31.035, 31.039, and 31.040 of the Texas Election Code Performs other duties as required
Minimum Qualifications
  • High School or a General Education Development (GED) certificate, and two (2) years general office experience, including at least one (1) year election support experience; or an equivalent combination of education and experience
  • Knowledge of election procedures; comprehensive knowledge of current poll site, election judge and voting system equipment procedures; good knowledge of poll site voter registration and voter eligibility requirements
  • Skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy, both verbally and in writing
  • Ability to understand and apply the Texas Election Code; ability to research, organize and report data within mandated time constraints; ability to prepare statistical reports and information; ability to accurately enter data and file information; ability to maintain alphabetic and alphanumeric filing systems; ability to respond effectively to questions and complaints; ability to operate personal computer and basic office equipment; and ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, other government agencies, outside organizations, election judges, alternates and clerks, temporary employees, and the public
  • Must have a valid driver’s license
  • Required to work overtime during election preparations
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek
