Emanuel County is seeking an Elections Clerk to support daily operations of the Elections Office, including maintaining voter records, preparing for elections, and managing materials.
The role reports to the Elections Superintendent and requires strong organization, reliability, and communication skills to handle busy election cycles with accuracy and integrity.
The Elections Clerk supports the day-to-day operations of the Emanuel County Elections Office. This position answers directly to the Elections Superintendent and assists with maintaining accurate voter registration records, preparing for upcoming elections, managing election materials, and providing administrative and public communication support. The ideal candidate is detail-oriented, organized, and dependable, with strong communication skills and the ability to thrive in a fast-paced, deadline-driven environment, especially during election cycles.
This position is based at the Davis–Thompson Building. Duties primarily take place in office or on location at an Emanuel County polling place. Out-of-county travel is not required. If travel becomes necessary, departments with county vehicles may provide one. If a county vehicle is not available or the department does not maintain a fleet (such as in the case of the Elections Department), use of a personal vehicle may be required. In those cases, mileage reimbursement will be provided in accordance with county policy. This position reports directly to the Elections Superintendent.
Enters and updates voter registration information in the statewide voter database. Reviews, verifies, and files supporting documentation in accordance with state and federal election laws. Helps maintain accurate and up-to-date records for all active and inactive registered voters in Emanuel County.
Assists with preparation for early voting, absentee voting, and Election Day. Helps prepare precinct binders, absentee ballots, oaths, forms, and other election materials. Packs and organizes supply boxes for each precinct and assists with tracking inventory. Supports poll manager logistics and assists with pre- and post-election supply delivery and returns.
Assists with organizing returned materials and preparing documents required for vote certification and reporting to the Secretary of State. Supports staff in compiling data, reviewing precinct reports, and verifying paperwork for completeness and accuracy.
Assists with scheduling, confirming, and preparing meetings for the Emanuel County Board of Elections. Maintains the department’s master election calendar, ensuring key deadlines, required meetings, and legal notices are properly tracked. Supports the Elections Superintendent in meeting deadlines and compliance requirements.
Performs general office duties such as answering and returning phone calls, responding to public inquiries, filing voter documents, scanning and digitizing records, sorting incoming mail, and drafting correspondence. Maintains a clean and organized work environment and handles sensitive information with discretion.
Provides courteous, accurate, and timely assistance to the public regarding voter registration status, absentee voting procedures, and general election-related questions. Assists with publishing election results, preparing legal advertisements, and updating department communication channels. Manages content updates and messaging on the Emanuel Elect Facebook page in coordination with the Elections Superintendent.
Performs additional duties as assigned in support of the Emanuel County Elections Office and its Board of Elections.
Emanuel County uses a grade-and-step pay system. Classified as a Grade 4 position, the hourly pay range of $14.43 to $19.42 represents the minimum to maximum compensation assigned to this position’s grade. Starting pay is set at the time of hire and is based on relevant experience, education, certifications, and licensure, along with internal equity and County policy. Placement within the range is determined on a case-by-case basis, and not all employees begin at the minimum or progress through every step. Opportunities for advancement within the range occur through approved step increases, promotions, or reclassification.
All candidates selected for employment with Emanuel County are required to successfully pass a criminal background check and a pre-employment drug screening as a condition of hire. All new hires are subject to a 90-day probationary period, during which performance and conduct will be evaluated to determine continued employment.
