Job description

Kosma builds accessible, role-based training content for a U.S. federal agency on a modernized learning platform. You own the curriculum design, the course authoring, the accessibility repairs, the SCORM and xAPI packaging, and the knowledge transfer to the agency training staff. You report to the Kosma Delivery Lead.

This role starts approximately two months after the contract begins— the platform must be ready before the content work starts. Moodle administration experience is a strong advantage; if you have it, you also give backup support to our Moodle subject matter expert.

What you will do
  • Run needs analysis with the stakeholder groups; define measurable learning objectives; develop curricula and role-based learning paths for several audiences.
  • Design assessments that measure those objectives and branching scenarios that exercise them.
  • Author in Articulate Rise 360 (primary), with Storyline and Captivate where required; build microlearning modules, facilitator guides, and job aids.
  • Package, validate, and repair SCORM and xAPI output, including large packages.
  • Configure completion tracking and gradebook mapping; confirm correct reporting.When package behavior, configuration, and reporting disagree, you raise it; the Moodle expert adjudicates.
  • Meet Section 508 and WCAG standards and repair content that does not — then train agency staff and document the workflow so the agency can maintain the courses without Kosma.
  • 5+ years of eLearning development, with a portfolio of shipped courses.
  • Demonstrated instructional design skill— needs analysis, objective design, assessment design. Authoring alone is not enough.
  • Hands-on Rise 360, plus Storyline or Captivate, and working knowledge of the third tool.
  • SCORM and xAPI packaging and repair, including large packages, and demonstrated Section 508 / WCAG repair work.
  • U.S. citizenship (required by the Government for this contract), eligibility for a favorable Public Trust determination, completion of agency security training and compliance with the agency Rules of Behavior, and reliable availability during core U.S. business hours.
Preferred qualifications
  • Hands-on Moodle administration— course setup, cohorts, enrollment, and completion configuration. Strongly preferred; you give backup support to our Moodle expert.
  • An adult learning design credential (CPTD, ATD, or equivalent).
  • Federal or regulated-industry content development work.
Term, schedule, and location
  • Term position of 6 months.The 12-month base period starts on or about 1 October 2026; this role starts approximately two months later, when content development begins, and runs to the end of the content work.
  • Core hours are 10:00 to 15:00 Eastern; you set the rest of your schedule.
  • Occasional coordination in the Washington, DC area and at a second agency office in the southeastern United States; travel is infrequent, reimbursed at federal per diem rates.
What this job is really like

The acceptance criteria include a limit on revision cycles and an accessibility check for each release. Accurate work at the start matters more than fast work.

Knowledge transfer is a contract deliverable, not a courtesy — part of this job makes the agency staff able to do this work without you. And if you know Moodle as well as you know the authoring tools, say so: on this team, that combination is the most valuable thing you can bring.

Conditions of employment

This position depends on a contract award. Kosma has not submitted the quotation yet. You receive an offer only if all six of these conditions occur:

  • The Government awards the contract to Kosma Technology LLC.
  • You are a U.S. citizen.
  • You receive a favorable Government suitability determination at the Public Trust level.
  • You complete a satisfactory background check.
  • You pass Kosma’s hands‑on technical evaluation.
  • You show your identity and authorization to work in the United States (Form I‑9).

The evaluation: 2 to 3 hours, hands‑on, scored against a written rubric in a Kosma-built Moodle environment that matches the target stack — after award notification, before your start date. No one works on this contract without passing one. If Kosma names you in the quotation, you also have a short technical conversation before submission.

Anticipated start: on or about 1 December 2026.The actual date depends on the award date and the Government suitability process. We control neither.

Base pay is $85,000 to $105,000 each year, paid as W‑2 wages— approximately $42,500 to $52,500 for the 6‑month term. A $500/month health insurance stipend, paid as taxable wages, adds $3,000; total cash for the term is approximately$45,500 to $55,500. You select and buy your own coverage; Kosma does not administer a health plan.

  • Paid time off:15 days per year, prorated to 8 days for this term. Usable as sick leave.
  • Paid federal holidays:the 11 federal holidays that fall inside your term.

Kosma does not sponsor group health insurance or a retirement plan. This position has no bonus, commission, or equity.
