Job Overview

The EHS Manager will be the authoritative expert on health, safety, and environmental matters for the CNS (Congruex) team. The role includes authority to stop work when immediate danger exists, ensuring compliance with all HSE regulations and company policies, and fostering a safety culture across CNS and subcontractors.

Responsibilities
  • Enforce corporate and project‑specific safety and health programs and federal, state, and local standards.
  • Oversee and audit construction and workplace safety compliance across multiple subsidiary operations; present and implement risk‑management solutions to identified gaps.
  • Partner with the General Manager to plan, implement, and oversee a unified framework for consolidated safety improvement initiatives and reporting metrics.
  • Collaborate with Contracts Management to ensure all customer safety requirements are met in accordance with service agreements.
  • Coordinate with corporate finance to align safety costs with budgets.
  • Work with People Services (HR), Engineering Directors, and Construction Directors to champion safety culture and training strategy.
  • Ensure Federal and State OSHA (CAL‑OSHA, etc.) compliance for all business units.
  • Manage incident reporting and investigation processes, determining root causes to prevent recurrence.
  • Work closely with the Worker’s Compensation insurance carrier to manage claims efficiently and coordinate risk‑control meetings.
  • Pursue involvement with professional safety and trade associations.
  • Travel domestically up to 50%.
Required Qualifications
  • Highly motivated and self‑directed with strong analytical and problem‑solving skills.
  • Excellent interpersonal, written, and verbal communication skills for a multinational workforce.
  • Proven leadership and teamwork skills, able to influence individuals with limited safety experience.
  • Commitment to safety, with the ability to identify and act on improvement opportunities.
  • Experience with government regulations and knowledge of Federal OSHA – Part 1926, Cal‑OSHA, DOT, ANSI, etc.
  • At least 5 years of progressive construction safety experience.
  • Willingness to travel overnight as needed.
  • Ability to manage multiple priorities in a deadline‑driven environment.
  • Strong communication and influence skills with supervisors, peers, subordinates, and external stakeholders.
  • Knowledge of industry trends, certifications, and continuous learning.
  • Capability to lead teams autonomously while maintaining direct lines with C‑level executives.
  • High emotional intelligence and interpersonal skills.
  • Analytical ability to apply a broad business perspective to key performance drivers.
  • Efficiency in maximizing team member capabilities through coaching, mentoring, and feedback.

Desired Qualifications
  • Bachelor of Science in Safety Management, Occupational Safety and Health, or related field.
  • Board certifications such as CSP, ASP, CHST, etc.
  • OSHA 30‑hour and/or OSHA 500 certification.
Technical Skills
  • Proficient in Microsoft Office (Excel, Word, PowerPoint).
  • Experience with Office 365 tools: OneDrive, SharePoint, Outlook, Teams.
