Job Description

Job Title: EHS Manager
Operating Unit: CNS
Department: Safety
Reports To: Director of Safety
Employment Status: Full-Time
Primary Location: Louisville, KY
Compensation: $105,000-$115,000

Job Responsibilities
  • Serve as the cognizant expert on HSE matters and have authority to stop work activity in the event of imminent danger to workers, public, or environment.
  • Ensure understanding and compliance with Congruex HSE Department, client, local, state, and federal regulations and requirements.
  • Administer and manage comprehensive HSE training and program compliance to promote safe work practices for CNS subcontractor and sub‑tiered subcontractor employees.
  • Integrate company HSE policies with client HSE programs and support all HSE efforts for CNS.
  • Promote Safety culture and support Congruex Safety philosophy.
  • Coordinate HSE activities with CNS customers.
  • Plan, direct, and conduct periodic HSE assessments of sites and offices.
  • Develop, organize, and provide additional safety training beyond mandatory annual training.
  • Conduct CNS HSE orientations for new employees.
  • Monitor subcontractors’ compliance with applicable HSE requirements.
  • Supervise and assist with incident investigations and ensure consistent case‑management practices.
  • Train and advise personnel on HSE regulations, assessments, and processes.
  • Stimulate and maintain employee interest in HSE activities.
  • Interpret HSE regulations and requirements for CNS projects.
  • Complete and file timely HSE and other required reports.
  • Ensure relevant reports are reviewed by the Director of Safety and CNS leadership team.
  • Issue regular reports showing HSE performance and incident trends.
  • Advise employees of hazardous conditions, concerns, or near‑miss incidents.
  • Facilitate Safety Committees, schedule meetings, and manage meeting notes and action items.
  • Recommend disciplinary measures for HSE violations.
  • Maintain employee training records and OSHA required records.
  • Potential for domestic travel.
Required Skills & Qualifications
General
  • 5-10 years in an HSE manager position.
  • 2-3 years as an HSE trainer in the industrial construction industry.
  • Minimum of 3 years of experience and knowledge in underground utility construction.
  • Professional knowledge of federal standards (OSHA 29 CFR 1910 / 29 CFR 1926, EPA, DOT) for industrial construction and operations environments.
  • Knowledge of or ability to research federal, state, and local safety and environmental regulations and their application to facilities.
Technical
  • Interpersonal skills for effective collaboration inside and outside the organization.
  • Proficiency with personal computers, including spreadsheet, word processing, database, and graphics software.
  • Analytical thinking and independent judgment to initiate corrective action or resolution.
  • Ability to function in outside and inside industrial environments, including stairs, ladders, heights, and rough ground.
  • Availability to work overtime or occasionally on weekends with short notice.
  • Experience in trench and excavation, shoring, confined space, traffic control, and DOT compliance.
Desired Skills & Qualifications
  • CHST certification.
  • Associate degree in Occupational Safety and Health.
  • OSHA 500 certification.
