Job summary

Qualifications

• Two‑year degree or equivalent combination of training, education, or experience.
• Experience in purchasing supplies, materials and services in public procurement preferred.
• Ability to prepare specifications for quotes, bids and proposals.
• Source suppliers, materials, equipment and services.
• Effective oral and written communication and teamwork are necessary.
• Maintain ethical business practices and confidentiality.
• Basic clerical, math and organizational skills.
• Experience with common office software and financial management tools.

Responsibilities

• Review and approve purchase requisitions for conformance to rules.
• Define requirements and prepare specifications for quotes, bids and proposals.
• Prepare, issue, evaluate and award formal solicitations (RFP/IFB/RFQ/RFI).
• Conduct pre-bid meetings, site walks and evaluation meetings.
• Negotiate pricing and seek best and final offers.
• Monitor vendor spending and contract totals for compliance.
• Administer contracts and monitor revisions and performance.
• Assist in maintaining annual maintenance agreements for equipment and software.
• Train district personnel on procurement rules and software usage.
• Engage with vendors to promote good relationships and business with the District.
• Maintain procurement records and respond to customers promptly.
• Ensure compliance with laws and district policies; complete work timely.
