Job summary

AlphaGov is seeking an Economic Development Consultant to help Botetourt County shape a practical, data-informed economic-development strategy that connects target industries, workforce, sites, infrastructure, business retention, and measurable implementation priorities.

You will assess local economic conditions, engage county leaders, municipalities, employers, institutions, and community stakeholders; develop target-sector, business-retention, investment-attraction, and workforce

Qualifications

• Experience in economic-development strategy, competitiveness, or regional planning for counties/cities or similar clients.
• Ability to combine quantitative analysis, stakeholder engagement, and implementation planning.
• Willingness to work as a 1099/project-based collaborator with travel as needed.

AlphaGov (Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.

We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. This opportunity is contingent upon contract award and final staffing approval. Permission will be requested before including a candidate’s name or resume in a proposal.

What you’ll do:

• Assess local economic conditions, industry mix, workforce capacity, sites, infrastructure, and competitive positioning
• Engage county leaders, municipalities, employers, institutions, and community stakeholders
• Develop target-sector, business-retention, investment-attraction, and workforce recommendations
• Translate research into a prioritized strategy, implementation roadmap, metrics, and governance model
• Contribute economic-development qualifications and past-performance narrative to AlphaGov proposals when permissioned

Required:

• Economic-development strategy, competitiveness, or regional planning experience for counties, cities, or similar clients
• Ability to combine quantitative analysis, stakeholder engagement, and implementation planning
• Comfortable as a 1099 / project-based collaborator with travel as needed for client on-sites

Nice to have:

• Rural or small-market economic-development strategy experience
• Knowledge of site readiness, business retention and expansion, workforce, or incentive programs
• Prior Virginia or Appalachian-region public-sector consulting
