Job summary

Fletcher Technical Community College in Thibodaux, LA seeks an experienced operations/program manager to lead federally funded workforce development initiatives. You will coordinate instructors, staff, and contractors to deliver accredited training tracks and the Admin Prep Academy, ensuring timely implementation and quality outcomes.

You will liaise with SBA/SBDC and other partners, oversee recruitment and eligibility, monitor performance, and manage the budget, ensuring compliance with 2 CFR

Qualifications

  • Bachelor’s degree in business, public administration, education, workforce development, or a related field.
  • 3–5 years of program or project management experience, ideally with federally funded grants or workforce/technical training programs.
  • Knowledge of federal grant administration and 2 CFR Part 200 requirements—or the ability to master them quickly.
  • Strong organizational, coordination, and communication skills with the ability to manage multiple workstreams, staff, and external partners.
  • Experience working with employers, small businesses, or economic and workforce development partners.
  • Commitment to equity, inclusion, and a respectful, professional environment for participants, partners, and colleagues.

Responsibilities

  • Provide operational leadership for training tracks and academy programs.
  • Coordinate faculty, staff, and contractors to ensure timely, high-quality delivery of training and services.
  • Serve as liaison with SBA, SBDC, economic development agencies, chambers of commerce, trade associations, and prime contractors; manage partner referral network.
  • Oversee participant recruitment, intake, and eligibility verification.
  • Monitor program performance against milestones, outputs, and outcomes; ensure data collection.
  • Prepare and submit quarterly performance and financial reports per NOFO 6.3.2.
  • Manage program budget with college finance staff; ensure costs are allowable and allocable.
  • Ensure compliance with SBA terms, federal regulations (2 CFR Part 200), and college policies.
  • Support marketing and outreach, including eligibility screenings and industry events.
  • Identify and resolve operational issues quickly; adapt delivery based on feedback/data.
  • Participate in college events, meetings, and committee service.

What You’ll Do:
  • Provide operational leadership for both E2G tracks: technical shipbuilding bootcamps (including accelerated certification) and the Admin Prep Academy.
  • Coordinate faculty, staff, and contractors to ensure timely, high-quality delivery of training and services.
  • Serve as the primary operational liaison with SBA, SBDC, economic development agencies, chambers of commerce, trade associations, and prime contractors; manage the partner referral network.
  • Oversee participant recruitment, intake, and eligibility verification in coordination with the Work-Based Learning Coordinator.
  • Monitor program performance against milestones, outputs, and outcomes; ensure complete and accurate data collection.
  • Prepare and submit quarterly performance and financial reports in coordination with finance, per NOFO Section 6.3.2.
  • Manage the program budget with college finance staff, tracking expenditures against the approved budget and quarterly allocations; ensure costs are allowable, reasonable, and allocable under 2 CFR Part 200.
  • Ensure compliance with all SBA award terms, federal regulations (including 2 CFR Part 200), and college policies, including conflict-of-interest requirements.
  • Support marketing and outreach, including pop-up eligibility screenings and industry events.
  • Identify and resolve operational issues quickly, adapting delivery based on participant feedback and program data.
  • Participate in college events, meetings, professional development, and committee service as needed.
Required Qualifications:
  • Bachelor’s degree in business, public administration, education, workforce development, or a related field.

  • Experience with participant data collection and performance reporting systems.
