Job summary

South Carolina Department of Social Services is seeking an ES Eligibility Case Manager to administer SNAP, TANF, ESAP, and SCCAP benefits within the Economic Services Division. The role involves eligibility determinations, interview-based assessments, and maintaining confidential client records in a busy county office.

Required: High School Diploma and at least 1 year in Economic Services; Associate Degree or higher may substitute.

Responsibilities

• Provide SNAP/TANF eligibility determination and benefit processing for county residents.
• Conduct quality interviews by phone and in person for renewals.
• Process SNAP, TANF, ESAP, SCCAP applications and recertifications; redetermine eligibility as needed.
• Manage ABAWD caseload; issue notices and track eligibility.
• Maintain case records in agency systems; document activities and prepare required reports.
• Identify and document overpayments; refer to Benefit Integrity Unit; assist with hearings as directed.
• Perform Red Cross shelter or other emergency shelter duties as directed.
• Protect PII and safeguard agency networks, equipment, and data.

Job Duties:

• The ES Eligibility Case Manager provides services in accordance with federal and state laws and regulations and agency policies and procedures, performing general work duties related to the administration of SNAP (Supplemental Nutrition Assistance Program) includes ESAP (Elderly Simplified Application Project), SCCAP (South Carolina Combined Application Project), and TANF (Temporary Assistance for Needy Families) programs in the Economic Services Division in the county office to help restore or improve customer financial stability.
• Conducts SNAP and/or TANF quality interviews include both phone and/or face-to-face interviews for SNAP and/or TANF renewals.
• Processes all SNAP, TANF, ESAP, and SCCAP applications and/or recertification's by determining eligibility and authorizing benefits if applicable, and process SNAP and/or TANF six month renewals and changes by redetermining eligibility and reauthorizing benefits if applicable.
• Manages ABAWD (Able-Bodied Adult without Dependents) caseload by sending required notices, updating ABAWD tracking system, and determining SNAP eligibility for assigned ABAWD cases. Interprets social services programs to clients as needed. Keep abreast of state, federal, and agency program regulations and policies.
• Processes system generated alerts (SNAP, TANF, ESAP, and SCCAP) for county of residence as well as any alerts associated with your caseload.
• Maintains case records and files in agency designated computer system for documentation and auditing purposes as required by agency policy in a confidential, timely and accurate manner. Documents client work participation activities in agency designated system. Enters timely documentation in SCOSA of events/activities that may affect clients continued eligibility for benefits. Prepares reports as requested by the supervisor or otherwise required and follows program policies and procedures.
• Identifies and documents over payments and makes at least 3 possible claims referrals to the Benefit Integrity Unit; prepares supporting documents for Fair Hearings and attends hearings as directed. Participates in training and supervisory meetings or staff meetings as required.
• Performs Red Cross shelter duty or other emergency shelter duty/services as directed.
• Ensures personal identifying information (PII) is properly used, accessed, gathered, shared, and disposed. Protects the agency networks and applications by safeguarding systems, equipment, and data.

A High School Diploma and at least one (1) year experience in Economic Services programs.

An Associate Degree or higher may be substituted for required program experience.

Must possess a valid driver's license and have access to and be able to operate a motor vehicle. Individuals must comply with necessary field work assignments.
