Qualifications

• 8+ years of estimating experience focused on DOT, transportation, heavy civil, roadway, or public infrastructure projects.
• Strong experience preparing complete estimates for civil construction work.
• Demonstrated expertise in quantity takeoffs, pricing, subcontractor analysis, and bid preparation.
• Ability to evaluate plans, specifications, contracts, and project risks independently.
• Strong organizational and communication skills.

Responsibilities

• Analyze DOT, municipal, and public works bid packages, including drawings, specifications, contract documents, and addenda.
• Perform detailed quantity takeoffs for earthwork, grading, excavation, site development, utilities, drainage, paving, concrete, and related civil scopes.
• Develop accurate labor, equipment, material, subcontractor, and production cost estimates.
• Solicit, evaluate, and level subcontractor and supplier pricing.
• Review historical project costs, bid results, production rates, and market conditions to develop competitive bids.
• Prepare complete estimates and proposals for transportation, roadway, utility, and site development projects.
• Collaborate with operations, project management, field leadership, and executive management to validate assumptions and execution strategies.
• Identify project risks, scope gaps, value engineering opportunities, and pricing considerations.
• Attend pre-bid meetings, site visits, and project walkthroughs as needed.
• Review geotechnical reports, utility conflicts, maintenance of traffic requirements, environmental constraints, and permitting considerations.
• Develop bid summaries, estimate recaps, and supporting documentation for management review.
• Track and incorporate plan revisions and addenda throughout the pursuit process.
• Assist with preliminary schedules, logistics planning, and construction phasing when required.
• Build and maintain strong relationships with subcontractors, suppliers, and agency representatives.
• Participate in bid review meetings and presentations with leadership prior to submission.
• Submit bids through DOT and public agency procurement platforms.
• Maintain historical pricing databases and estimating records to support future pursuits.
• Conduct post-bid reviews and cost analysis to improve estimating accuracy and bidding strategy

What You'll Do

• Florida DOT (FDOT) project experience
• Experience estimating heavy highway, roadway, drainage, utility, paving, concrete, site development, and earthwork projects
• Proficiency with Bluebeam, HCSS HeavyBid, Spectrum, and Microsoft Excel
• Existing relationships with subcontractors, suppliers, and public agencies throughout Florida

Compensation & Benefits

• Base salary $140,000-$150,000/yr.
