Job summary

Temple University in the United States seeks a Director of DoD Contracts to lead the administration of the DoD contract and grant portfolio across the award lifecycle, ensuring FAR/DFARS compliance and strategic oversight.

You will supervise DoD contract management professionals, collaborate with research, legal, finance, and sponsors, and drive policy development, training, and continuous improvement in a hybrid on-campus/remote setup.

Qualifications

• Bachelor's degree in a related field and 6+ years of federal contract administration experience.
• Minimum 3 years of supervisory or management experience in research administration or sponsored programs.
• Experience negotiating and administering complex federal contracts under FAR and DFARS.
• Experience with DoD sponsors (e.g., DARPA, ONR, AFOSR, ARO, DTRA, MDA, Space Force, DHA, or similar).

Responsibilities

• Provide strategic leadership for Temple University's DoD contract and grant portfolio across proposal, award, performance, modification and closeout lifecycle.
• Direct administration of DoD contracts to ensure FAR/DFARS compliance and university policies.
• Serve as subject matter expert on DoD contract administration advising researchers and offices.
• Supervise and evaluate a team of DoD contract management professionals.
• Lead negotiations with federal contracting officers and sponsor representatives on terms and conditions.
• Collaborate with Legal, Export Control, Research Security, IT, and Finance to ensure coordinated administration.
• Oversee cybersecurity compliance upgrades (NIST SP 800-171, CMMC) within contracting activities.
• Develop and improve policies, SOPs, and internal controls for DoD contracting.
• Respond to audits and implement corrective actions and findings.
• Maintain stakeholder relationships with DoD agencies, sponsors, and officials.
