Job summary

Heartland Consulting seeks a Contractor Program Manager to lead contract performance for a DCMA Blue List Program Support Services task order, overseeing a 14-FTE team across San Diego, CA and Fort Lee, VA.

You will serve as the primary operational liaison between Government and Contractor teams, manage IMS schedules, staffing, and deliverables, and ensure readiness with full staffing by Day 31 after award. Strong DoD/federal experience and Enterprise scheduling tools are required.

Qualifications

10+ years in project management, leadership, and scheduling.
At least 4 years supporting DoW or federal agencies.
Experience with resource-loaded Integrated Master Schedules and enterprise tools.

Responsibilities

Act as single point of contact for contract performance and authorize contractor resources.
Provide day-to-day oversight and liaison between Government and Contractor team.
Develop and manage a resource-loaded IMS tracking milestones and dependencies.
Coordinate staffing activities and ensure on-site deployment of replacements within 30 days.
Maintain labor hour records and submit monthly reports for verification.
Coordinate delivery of all contract deliverables and address Government comments.
Identify risks, coordinate corrective actions, and communicate impacts to Government.
Maintain management reports and logs requested by Government.
Coordinate security, access, and travel for on-site activities.
Attend program management meetings with the Government PM and CORs.
Ensure 100% readiness and staffing by Day 31 after award.
