Qualifications

• Bachelor's degree in Management, Business Administration, Finance, or related field.
• Six (6) years of experience in HR, labor relations, employee training, organizational development, budgeting, policy development, etc.
• Two (2) years of lead or supervisory experience; degree can be substituted with education/training/experience.

Responsibilities

• Lead all HR and labor relations functions, ensuring compliant, service-oriented operations.
• Advise executive leadership on personnel matters, workforce strategy, and risk.
• Oversee labor relations programs, including grievance management and policy interpretation.
• Assess organizational needs and develop strategies for staffing stability and priorities.
• Lead initiatives to strengthen employee engagement and workforce development.
• Develop and monitor personnel policies in alignment with regulations and standards.
• Represent the Department in internal and external forums with sound judgment and diplomacy.
