Job summary

The Commonwealth of Massachusetts is seeking a Diversity, ADA & Learning and Development Manager to lead agency-wide DEIA and HR programs, including ADA coordination, affirmative action, and learning development. The role reports to the Senior HRBP and collaborates with agency leadership to advance inclusive HR practices.

The position emphasizes policy development, data analysis, and coordination of learning opportunities across the Secretariat, with a hybrid work arrangement.

Qualifications

• Knowledge of federal and Massachusetts employment laws and regulations.
• Ability to interpret ADA and Rehabilitation Act requirements in the workplace.
• Experience in developing and evaluating DEIA and diversity programs.
• Ability to exercise independent judgment on sensitive HR matters.
• Proficiency with Microsoft Office and HR technology platforms.

Responsibilities

• Oversee compliance with state and federal employment laws and EO 592.
• Develop and manage affirmative action and diversity programs and reports.
• Review and advise on recruitment, onboarding, and performance practices for compliance.
• Lead DEIA learning programs and coordinate training initiatives.
• Manage data reporting and analytics on diversity metrics and dashboards.
