Job summary

Montgomery County seeks a Civil/Environmental Engineer to review Post Construction Stormwater Management (PCSM) for NPDES permit applications under PA rules. You will evaluate BMPs, coordinate with engineers, DEP, and applicants, and assist public stakeholders in stormwater compliance while updating permitting databases.

The role requires 2+ years' experience, solid hydrology knowledge, and PA driver’s license, with NICET/CPSWQ preferred.

Qualifications

  • Bachelor's Degree in Civil or Environmental Engineering from an accredited University or College.
  • At least 2 years of relevant experience in civil engineering and stormwater design/review.
  • Proficient knowledge of Clean Streams Law and Ch. 102 NPDES permitting program.
  • Proficiency in hydrologic and hydraulic concepts and software.
  • Proficiency in reviewing PCSM plans and E&S plans and reports.
  • Knowledge of E&S controls, PCSM, and environmental regulations; soil erosion and hydrology.
  • Proficiency in inspecting construction sites for compliance.
  • Ability to work in a team and independently.
  • Strong time management and multitasking.
  • Proficiency with Microsoft Office programs.
  • Ability to read maps and plan sets.
  • Ability to traverse large tracts of land year-round.
  • PA driver’s license required.
  • NICET/CPSWQ or similar preferred but not required.
  • EIT preferred or in process within 1 year of hire.

Responsibilities

  • Review PCSM of NPDES permit applications per Chapter 102 regulations under PA DEP.
  • Participate in pre-application meetings and coordination with engineers, PA DEP, and applicants.
  • Evaluate BMPs and PCSM designs for NPDES permits.
  • Assess watershed, soils, contours, runoff calculations and E&S/PCSM specs.
  • Coordinate with landowners, authorities, agencies, consultants, and developers.
  • Provide environmental info and technical assistance to the public and municipalities.
  • Update internal and state permitting databases.
  • Offer environmental presentations for public and private sectors.
  • Maintain timekeeping and monthly activity reports.
  • Attend trainings, conferences, and meetings as assigned.
  • Perform other duties as needed.
