Job summary

Montgomery County, PA seeks an Environmental Engineer to administer Title 25, Chapter 102 rules for earthmoving activities and protect water quality. The role focuses on reviewing NPDES permit applications and coordinating environmental education and outreach programs.

Responsibilities include PCSM/NPDES reviews, pre-application meetings, BMP evaluations, and public presentations. Requires PA PE license, 3+ years of experience, and strong hydrology knowledge.

Qualifications

  • Bachelor's Degree in Civil or Environmental Engineering from an accredited university.
  • Current Professional Engineer license valid in Commonwealth of PA.
  • At least 3+ years of progressive experience.
  • Proficient knowledge of Clean Streams Law (Chapters 91, 92, 93, 102, 105) and NPDES program.
  • Proficient in hydrologic and hydraulic concepts.
  • Proficient in reviewing PCSM and Erosion & Sediment Control plans/reports.
  • Proficient in inspecting construction sites for regulatory compliance.
  • Ability to work well with others; organize multiple tasks.
  • Valid PA driver's license.
  • NICET CPSWQ or similar certification preferred.

Responsibilities

  • Performs PCSM reviews of NPDES permit applications per Chapter 102.
  • Participates in NPDES pre-application meetings with engineers and applicants.
  • Evaluates E&S/PCSM BMPs; analyzes watershed, soil, contours, runoff calculations.
  • Inspects land to verify E&S/PCSM BMPs implementation and maintenance.
  • Provides technical assistance to the public on soil and water conservation.
  • Develops environmental education programs and outreach activities.
  • Delivers presentations/workshops for public and private sectors.
  • Maintains time records and monthly activity reports to the District Manager.
  • Attends trainings, conferences, and meetings; assists other District programs.
