Job summary

Nakupuna Consulting seeks a part-time/on-call Training & Engagements DMHA Advisor (Exercises) to support the CFE-DM under USPACOM. The role focuses on disaster management, exercise planning, and multinational engagement across the Indo-Pacific and beyond.

The ideal candidate has 5+ years in disaster management and 3+ years in interagency or military exercise support, with strong communication skills. Travel up to 50% may be required; eligible for a Secret clearance is preferred.

Qualifications

• Bachelor’s degree in Disaster Management, International Relations, Public Policy, Emergency Management, Humanitarian Assistance, Political Science, or related field.
• Minimum of five (5) years’ experience supporting disaster management, humanitarian assistance, crisis response, or international engagement activities.
• Minimum of three (3) years’ experience supporting military exercises, humanitarian assistance planning, or interagency coordination activities.
• Experience delivering training/workshops/presentations for military and civilian audiences.
• Experience facilitating group discussions, workshops, exercises, or multinational engagements.
• Civil–Military Coordination experience with the United Nations World Food Program.
• USAID or OFDA experience.
• Experience serving on or with a Disaster Assistance Response Team (DART).
• Military experience in humanitarian response events.
• Experience with UN peacekeeping missions.

Responsibilities

• Support planning, coordination, and execution of multinational and bilateral exercises, workshops, conferences, and engagement events.
• Develop training concepts, instructional materials, exercise scenarios, engagement plans, and curriculum content.
• Deliver training, workshops, briefings, and presentations to diverse audiences in virtual, blended, and in-person settings.
• Support HART courses and related humanitarian training activities.
• Provide planning and coordination support for humanitarian engagement events and security cooperation activities.
• Facilitate discussions, workshops, tabletop exercises, and collaborative planning with multiple stakeholders.
• Provide SME on disaster management, humanitarian operations, and best practices.
• Develop operational products such as handbooks, information papers, and after-action reports.
