Job summary

Element Fleet Management in Owings Mills, MD seeks a Director, Title and Registration to own the end-to-end lifecycle across the US and Canada. You will lead transformation, drive automation, and coach leaders to deliver compliant, cost-efficient service.

This role requires 10+ years in operations leadership, strong financial acumen, and experience with multi-jurisdictional regulatory environments. You will manage budgets, partners, and a team of leaders to deliver exceptional client experience.

  • Manage tag agencies, outsourced providers, and other partners to ensure service, quality, cost, and compliance expectations are met.
  • Lead a team of people leaders and indirect operational staff across the US and/or Canada.
  • Make complex operational and financial decisions with direct impact on client experience, cost, and compliance.
  • Lead highly complex, multi-jurisdictional operations requiring independent judgment and prioritization.
  • Solve complex, non-routine problems through process redesign, automation, and cross functional collaboration.

About the Role We’re looking for a Director, Title and Registration to join our team. In this role, you will be accountable for end-to-end ownership of Element’s title, registration, and compliance lifecycle across the United States and Canada. This role exists to deliver a reliable, efficient, and client obsessed experience while modernizing a highly regulated, high-volume operation. Success is measured through client experience, operational performance, cost efficiency, and sustained adoption of improved ways of working.

What You’ll Do

Lead the transformation of the Title and Registration function through disciplined change management, clear vision, and sustained adoption of new operating models and behaviors.

Own the full client and driver experience across the title and registration lifecycle, including outcomes delivered by external partners and government agencies.

Drive simplification, standardization, and automation to reduce manual processing, improve quality, and increase throughput.

Provide visible, hands‑on leadership to the title processing organization, coaching leaders and teams to deliver strong day to day execution and continuous improvement.

Basic Qualifications
  • 10+ years of progressive leadership experience in operations or service delivery environments.
  • Demonstrated success leading large scale operational and cultural change.
  • Strong financial acumen with experience managing budgets and cost structures.
  • Experience with automation, digitization, and process improvement methodologies.
  • Ability to operate with a high degree of autonomy and influence senior leaders, peers, and external partners through strong operational credibility and business acumen.
  • Experience leading people leaders and indirect operational staff.
Preferred Qualifications
  • Education: College/University degree preferred.
  • Experience in regulated, high volume operational environments preferred.
  • Experience leading highly complex, multi‑jurisdictional operations.
  • Experience managing tag agencies, outsourced providers, and other external partners.
  • Experience with workforce strategy, automation investment, and vendor management.
  • Experience solving complex, non‑routine problems through process redesign and cross functional collaboration.

Location Owings Mills

Compensation The hiring base salary range for this position is $132,500 to $182,160 annually. This range represents the Company's good‑faith estimate of the expected base salary at the time of posting. Salary ranges may vary based on the geographic location where the work is performed. The salary range listed in this posting applies only to the location identified. Actual compensation will be determined based on several factors, including the successful candidate's qualifications, knowledge, skills, experience, internal pay equity, and relevant market data. In addition to base salary, eligible employees may participate in annual incentive programs, including bonuses, commissions, or other incentive compensation, as applicable to the role. Element also offers a comprehensive benefits package, which may include health insurance, tuition reimbursement, and retirement savings plans.
