Job summary

Community College of Baltimore County seeks a senior leader to direct technical training programs and IT career offerings in alignment with the division's strategic vision. You will oversee staff, budgets, and partnerships, ensuring program quality and workforce readiness across college-wide initiatives.

The role requires a Master’s degree (or BA with extensive related experience) and substantial managerial experience, with a focus on grant/contract work and workforce development systems

Qualifications

  • Master’s degree required; degree in business, technology, or education preferred.
  • Five years of experience developing and implementing workforce development programs; three years in a managerial capacity.
  • Bachelor’s degree with seven years of similar experience as alternative.
  • Grant writing or contract management experience preferred.
  • Knowledge of apprenticeship/work-based learning models preferred.

Responsibilities

  • Provide direct supervision and evaluation to assigned staff.
  • Develop and manage the operating budget for the unit.
  • Recruit, supervise, advise and evaluate staff.
  • Set goals and objectives aligned with the College’s mission.
  • Oversee unit projects and reporting requirements.
  • Lead business development for contract training partnerships.
  • Identify and analyze program data in the college’s systems.
  • Represent the college at networking events and industry associations.

Job description

This position will provide leadership and direction for technical training (skilled construction trades apprenticeship partnerships and building & industrial program areas) plus information technology (IT) career training consistent with the strategic vision of the assigned division and the mission of the College. Master’s degree required, degree in business, technology, or education preferred with five years (5) experience developing and implementing workforce development programs required or a Bachelor's degree with seven years (7) of similar experience required. Of the five years’ experience three of those years must be in a managerial capacity. Experience in writing and managing grant s and/or contracts preferred. Knowledge of apprenticeship and/or work-based learning models preferred. Technical training and/or IT training program experience preferred. Knowledge of Federal, State, and County workforce development systems preferred.

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field. Generally, employees are hired in the lower third of the scale.

  • Provide direct supervision and evaluation to assigned staff.
  • Develop and manage the operating budget for assigned unit college-wide, as required.
  • Recruit, select, supervise, advise, and evaluate assigned staff, as required.
  • Establish goals and objectives for operations consistent with CCBC’s mission.
  • Monitor compliance with policies and procedures, and requirements.
  • Oversee unit projects and initiatives.
  • Represent and promote the college at networking events, affinity groups, and business and industry associations.
  • Lead the business development efforts of the unit in the area of contract training partnerships.
  • Prepare, analyze and provide reports on miscellaneous subjects, as requested.
  • Identify, access and analyze program data in the college’s enterprise system.

  • Supervise and lead the division in providing open enrollment and contract training in technical training and IT career program areas.
  • Accurately forecast, and track, annual unit revenue and FTE generation.
  • Lead efforts of business development for the unit, seeking new partnerships and contract training opportunities and developing training solution proposals and programs.
  • Communicate with and maintain relationships with other departments in the college and with other community colleges in order to maintain quality instruction and programming.
  • Communicate with and maintain relationships with regulatory bodies, agencies, and certifying organizations.
  • Lead vendor provided training partnerships.
  • Provide leadership in educational strategies designed to reach a diverse student body and foster student success.
  • Identify grant opportunities, develop appropriate grant proposals, and administer awarded grants.
  • Develop proposals for funding (either capital or operating budgets) to provide new equipment and/or facilities to support emerging instructional demand.
  • Represent and promote the college at affinity groups, professional and business associations and community and networking events.
  • Develop and maintain partnerships with all relevant stakeholders.
  • Counsel and advise students.
  • Lead staff to manage major facility and equipment investments.
