Job summary

Howard County Public School System seeks a Director of Special Education, Staffing and Operations to provide strategic leadership for staffing, fiscal resources, grants, contracts, and operational processes within the Department of Special Education.

The role oversees multiple teams, ensures compliance with state and federal requirements, and partners with district leaders to align resources with student needs and program goals.

Qualifications

• Master’s degree in Special Education, Educational Leadership, or related field.
• MD MSDE certification/licensure with required endorsements by the position date.
• Five years of leadership experience in special education, school administration, or district-level operations.
• Experience supervising staffing, position management, fiscal resources, grants, contracts, and other department resources.
• Experience managing departmental budgets and grants within a complex preK-12 system.

Responsibilities

• Leads strategic planning and operational implementation to advance the Department of Special Education’s priorities.
• Oversees staffing, position management, fiscal resources, grants, contracts, and other department resources.
• Supervises the Academic Budgets, Nonpublic Services, and Compliance teams.
• Supports tracking and adjustment of internal programming to reduce reliance on nonpublic placements.
• Improves service delivery and compliance with state and federal requirements for students with disabilities.
• Aligns staffing with student needs through collaboration with district leaders.
• Develops systems and processes to improve efficiency, consistency, and accountability across the department.
