Job summary

The Howard County Public School System (HCPSS) is seeking a Director of Special Education, Staffing and Operations to provide strategic leadership for staffing, budgeting, grants, contracts and compliant operations in line with the department's priorities.

You will lead the Compliance, Nonpublic Services, and Academic Budgets teams, aligning resources with student needs and developing systems to improve efficiency, accountability, and program delivery across PreK-12 settings.

Qualifications

• Five years of leadership experience in special education, school administration, or school system operations in a PreK-12 setting.
• Experience supervising positions providing education services to students in a PreK-12 setting.
• MSDE licensure/endorsement pathway experience or eligibility as a supervisor/administrator.

Responsibilities

• Lead strategic planning and operational implementation to advance the department's priorities.
• Oversee staffing, position management, fiscal resources, grants, contracts, and other department resources.
• Supervise the Academic Budgets, Nonpublic Services, and Compliance teams.
• Support tracking and adjustment of programming to reduce nonpublic placements.
• Ensure compliance with state and federal requirements for services to students with disabilities.
• Collaborate with district leaders to align staffing with student needs and budgets.
